The Manager, Treasury Operations reports directly to the Treasurer, serving a complementary role directed toward ensuring comprehensive provision of high-quality Treasury services to York University. The incumbent is responsible for conducting and assuring effective daily operation of Treasury, an integral unit within the Finance Department. Duties include overseeing production of Treasury and endowment outputs, coordinating routine activities and maintaining records and accounts; ensuring accuracy of entries and positions in General Ledger, Subfund and Custodian accounts; supervising Treasury Analysts; providing the University and its units with banking and payment card processing services; handling administrative duties and regular or ad hoc reporting requirements.
Undergraduate degree in related field (B.Com, B.Adm, equivalency); Recognized CPA accounting designation (CA, CMA, CGA); Relevant industry courses.
Minimum 5 years of related experience in Treasury area.
Minimum 5 years of staff supervision experience.
Minimum 3 years operational experience or equivalence with each of:
Enterprise reporting systems (PeopleSoft/Oracle). General ledger management. Asset and liability management and control (application of accounting standards). Management and control of large bodies of data including values and classifications. Pooled fund accounting. Service provider relationship management (dealings with banks, custodians). Banking services and systems (payment systems, cash concentration, Canadian Payments Association regulations and standards, cheque clearing, EFT and ACH, SWIFT wire transfers).
Demonstrated proficiency, quality and consistency in:
Competent supervision, coaching and team building. Strong written and oral communications. Tact and diplomacy, strong interpersonal skills. Effective organizing of production and deliverables, deadlines management, capacity to coordinate diverse constituents in fluid environment. Information sharing and service orientation. Solid understanding of education and/or public-sector finance. Effective policy and procedures implementation. Procedural orientation; including development of reference manual and specific scripts/protocols; articulation and dissemination of specific requirements to diverse constituents. Initiative and readiness for change and to launch new activities. Flexibility with handling urgent and demanding tasks.
