PLEASE NOTE: THIS IS A TEMPORARY CONTRACT. This position is responsible for overseeing the effective and efficient administration of capital construction projects. To coordinate the day-to-day activities in the on-going process from pre-design services through design development, construction, commissioning, and close-out of Capital Building Projects while ensuring that elements of the Clients/Users needs are incorporated into the design and construction of the project. Follows-up with issues and items on a daily basis ensuring the smooth flow of information and activities relating to the project. Acts as a project liaison officer. Oversees budget, management and procurement activities. Leads the multi/user/consultant/constructor/project development process.
Degree(s) and professional license in Engineering or Architecture is required. Accreditation as a Project Management Professional (PMP) is an asset, as are accreditations in Financial Management and/or certification in construction contract law.
Minimum of 10 years relevant professional experience in construction project development and management.
In depth knowledge of the design process, including the various stages, consultant engagement, Client-Architect Agreement, Client-CM/Contractor Agreement as well as other required agreements such as Canadian Construction Documents Committee (CCDC) documents. Construction/project cost estimating. In depth knowledge of construction, the various methods of construction delivery, understanding of construction documents, construction terminology, knowledge of Mechanical and Electrical systems, construction procedures, etc. Experience / knowledge of complex institutional facilities that may include such functions as student spaces, admin spaces, research spaces, labs / classrooms and facilities. Understanding the RFP process, tendering processes, understanding the preparations of construction estimates and budgets, evaluation of tendering documents packages, cost analysis, budgetary control, accountability of costs, etc. Clear understanding of project close-out, inspections of deficiencies, warranty management, handover procedures, commissioning of building (with the contractor to Central Utilities and Maintenance staff), etc. Working knowledge of several related computer applications including scheduling, Revit and Autocad 2012 or higher. Knowledge of the BIM process and its application to design and construction. Knowledge of applicable codes or practices and how they can be applied in a University Environment. Analytical skills. Ability to negotiate with several parties to obtain desired results. Communications and sensitivity skills to deal with Users, Members of the Community and Authorities having Jurisdiction. Knowledge and experience with regulatory compliance.
