Respondents must provide an introductory statement on the resume of the number of years of experience their candidate has in each of the Essential Skills. Only those candidates meeting or exceeding the identified Essential Skills will move to full evaluation.

Essential Skills:

  • Requirements Management:

o Ability to facilitate business process and requirements review/validation workshops involving a variety of business and technology professionals;

o Ability to prepare end-user documentation;

o Ability to extract information from a variety of sources (Subject Matter Experts, User Manuals, Process Diagrams, technical manuals, scripts, etc.) and to document it in a clear, concise manner;

o Ability to prepare cost and time estimates and, where required, perform feasibility studies.

  • Work independently with little or no supervision:

o Demonstrates organizational and time management skills;

o Develops, maintains, and promotes good working knowledge of the required COC Corporate IT and PMO methodologies;

o Facilitates and promotes team building and teamwork to achieve project objectives; and

o Assist the Project Manager and Solution Architect in performance of tasks to achieve team and client objectives.

  • Technical knowledge:

o Familiarity with BPR;

o Familiarity with the concepts of object-oriented analysis and design; and

o Familiarity with UML models.

  • Good written and oral communication skills:

o Ability to communicate complex issues clearly and concisely with Business Unit team members, project leaders, senior staff, and management; and

o Exhibits strong written and verbal communication skills, able to conduct or facilitate presentations and process review workshop sessions.

  • Problem solving and decision making:

o Exercises initiative and sound judgment in the execution of project plans and schedules; and

o Generates innovative and alternative solutions to project problems.

  • Education:

o As a minimum, must have a diploma or certification from a recognized technical institute or college with a focus on Business Analysis or Computer Science (undergraduate degree in Computer Science preferred), and equivalent testing and quality control experience.

  • Knowledge:

o Understands change control processes, version control tools, requirements management and tooling solutions/integrations, etc.;

o Strong Business Analysis skills and experience in building/maintaining requirements matrices;

o Familiarity with common application developmental and network infrastructure life-cycle processes;

o Familiarity with how business system requirements are defined and decomposed into manageable configuration items; and

o Understanding and knowledge of systems/software acquisition and delivery life cycle methodologies and quality standards.

o Understanding and knowledge of up-to-date wireless technologies (cellular, WiFi, Bluetooth), GPS, GIS and AVL systems.

  • Abilities

o Ability to work under tight deadlines and pressure;

o Ability to present ideas/solutions to peers, customers, partners and sub-contractors (e.g., new or improvement processes, procedures, tooling); and

o Ability to work as part of a large program and to interact well with all levels of the Project Team and stakeholders who have a vested interest.

  • Experience

o Minimum 4 years as a Business or System Analyst, Business Process Analyst and/or Team Leader.

o Proven experience with large, complex systems that include hardware, software and documentation deliverables;

o Experience defining and writing processes and procedures.

Desired Skills:

  • Previous work experience with Municipal, other Government Organizations or equivalent endeavours.
  • Familiarity with ESRI/GIS.
  • Familiarity with SQL server, c#, .net, xml, and web services.
  • Familiarity with TIBCO.
  • Familiarity with Business Objectives and/or other Business Intelligence tools.
