Job Summary: The Enterprise Architect leads the development of strategies and roadmaps to achieve the desired IT architecture through alignment of information and technology services with the strategic vision of the WCB. As well, this position is responsible to provide leadership and guidance of the Enterprise Architecture team and all management functions of the team.
Job Duties: MANAGING UNIT
Provides management, leadership, guidance, direction, and support to the unit staff and fosters the development of a multi-disciplinary team approach.
Independently manages the unit to achieve specified unit objectives, performance standards, and established service levels.
Prepares and manages the units budget and is accountable for meeting budget targets and goals.
Continuously evaluates, develops/selects, and implements the units service delivery competencies, methods, and tools.
Plans, directs, and oversees the management, delivery, and coordination of a portfolio of projects for their unit.
Management of small projects for their unit.
Develops an enterprise-wide view of the WCB’s organization, processes, and technology and how they can be leveraged for continuous improvement.
Contributes to the WCB strategic and operational planning process by providing advice and recommendations to the EMC and Vice President.
Designs the enterprise architecture and long term strategic roadmap for key business processes and digital solutions based upon WCB strategic and operational plans.
Leads the IT engagement strategy to ensure ongoing alignment between business needs and IT capabilities.
Defines the enterprise architecture development process and leads the implementation of the architecture practice across the WCB including policies, processes, procedures, guidelines, and standards.
Leads and oversees the business, application, data, and technical architecture development.
Contributes to the IT strategic and operational planning process by providing advice and recommendations to the IT Steering Committee, Vice President, CIO, and other members of the IT management team.
Crafts and communicates a shared vision of the WCB’s enterprise architecture in partnership with the CIO and the IT management team.
In partnership with the IT Security Manager, ensures the enterprise architecture adequately addresses risks to the WCB such as threats and vulnerabilities.
Works on highly complex projects that require in-depth knowledge across multiple specialized architecture domains.
Leads the architecture review board and ensures that the solutions are compliant with target-state architecture models. Manages exceptions to architectural standards at an enterprise level.
Consults with project teams to fit projects to enterprise architecture, as well as to identify when it is necessary to modify the enterprise architecture.
Directs the research and evaluation of emerging technology, industry, and market trends.
MANAGING SERVICE PROVIDERS
Procures IT services and/or contractors using competitive purchasing practices.
Manages service provider achievement of service milestones or levels.
Provides effective and efficient engagement of contractors and their ongoing performance monitoring and management.
Develops a service provider network and manages relationships with the service providers.
Manages labour relations and staff issues including conducting performance appraisals and follow up, deciding on disciplinary action up to and including dismissal where necessary. May be designated to handle grievances. Ensures issues are handled in accordance with Collective Agreement.
Determines staffing requirements for the unit.
Recruits, selects, and hires staff.
Participates on interview panels.
Orients new staff; coaches and provides guidance and direction to staff.
Establishes and enforces individual and collective goals and objectives; motivates, coordinates, and manages work activities of direct reports.
Establishes, authorizes, and oversees the implementation of training and development programs for the staff.
Approves overtime and vacation schedules; monitors and addresses attendance management issues.
Ensures staff are meeting established standards and practices and, where necessary, makes changes to improve work processes.
Ensures all staff are cognizant of, and subscribe to, their responsibilities to protect the confidentiality and privacy of information and addresses any breaches as appropriate.
Pursues professional and personal development through continuing education and training, literature reviews, workshops, seminars, etc.
Develops and enhances relationships with external groups within the Information Communication Technology (ICT) sector
Participates on corporate committees as assigned.
Performs other job duties as assigned.
Qualifications: Two (2) year Diploma in Computers or four (4) year Bachelors Degree in Computer Science from a recognized post-secondary institution, preferably from a program that has been accredited by CIPS (Canadian Information Processing Society)
Minimum five (5) to ten (10) years of progressive IT leadership experience supervising/managing IT professionals including a minimum of four (4) years experience in IT Architecture
Knowledge of managerial techniques and principles
Ability to lead, manage, mentor, and motivate staff
Strong analytical and problem solving skills to resolve issues and set direction
Ability to be self-motivated and take initiative
Strong verbal and written communications skills with the ability to influence, persuade and negotiate with senior leadership and staff
Ability to develop and manage operating and capital budgets
Ability to work under pressure and manage projects across organizational divisions
Ability to work independently and in a team environment
Ability to maintain confidentiality of sensitive and confidential information.
Experience in competitive purchasing practices, IT contracting, and vendor management
The following designations would be an asset:
Certificate in Information Systems Management
ITIL Foundation certification
Lean IT Foundation certification
Certified Information Systems Security Professional (CISSP) certification
The following experience would be an asset:
Project management experience
