As a member of the CSIS Integrated Support Unit and working under the direction of the CSIS Project Lead, the Senior Data Analyst will be responsible for database development and analysis, program-specific report writing and development, writing queries, and configuring user-defined forms as part of the CSIS strategy and projects.
RESPONSIBILITIES:
- Assists in the development of policies and standards for effective application and use of the CSIS system and other interrelated information management systems.
- Assists in the analysis and compilation of monthly client activity and reciprocal billing reports, as necessary, and requests for adhoc reports related to information in CSIS databases.
- Provides guidance regarding technical feasibility and methods for resolution. Assists with the actual “test runs” for the technical changes and new equipment in isolation or in collaboration with CSIS strategy.
- Ensures confidentiality of all client data according to the PHIA policies. Promotes compliance with PHIA policies amongst all clinical staff.
- Participates in and supports the long range planning process for information technology.
- Analyzes specific application areas in detail to establish what information is missing, to locate sources of efficiencies and to recommend a course of action to eliminate differences between the actual needs and the current operation.
- Assists in developing and evaluating business and IT operating plans, and preparation of submissions for the Regional Health Plan.
- Participates in defining needs when programs change or expand.
- Assists in the documentation of business and technical requirements.
- Documents and analyzes business processes.
- Documents solutions, systems and operational support processes.
- Assists in developing education and training plans, in collaboration with the Education and Training Coordinator.
- Assists in supporting staff and provides consultation in the planning and implementation of CSIS project-related processes and training.
- Organizes own day to day activities; prioritizes activities and ensures work is completed within established time frames.
- Supports knowledge translation and management initiatives of the CSIS strategy including document management and information management both internally and with other stakeholders.
- Maintains effective relationships with staff in multiple WRHA community areas and in Community Health Agencies, as well as WRHA Health Information and Manitoba eHealth.
- Participates in interdisciplinary work teams.
- Remains up to date with technology and management trends through research.
- Identifies opportunities for research and promotes and/or participates in the research.
- Maintains ongoing professional development.
- Performs other duties as assigned by the CSIS Project Lead.
QUALIFICATIONS:
- Degree or diploma in a health-related field preferred; Master’s degree preferred.
- Equivalent combination of experience and/or training in a health, project management, or technology environment acceptable.
- Experience working with Management Information Systems (MIS), Canadian Institute for Health Information (CIHI), Manitoba Health data and other health data collection/ management systems.
- Knowledge of statistical programs.
- Experience in designing, conducting, analyzing data.
- Experience with large databases an asset.
- Experience/knowledge of community health issues, and/or health service evaluation.
- Modeling, forecasting, mapping considered strong assets.
- Knowledge of personal computers and proficiency in Microsoft Office programs.
- Knowledge of software systems and applications within WRHA community health services programs.
- Experience in a dynamic, project-based environment.
- Experience with leading small project teams in accordance with project management best practices.
- Experience with consulting and communicating with program management.
- Expertise in, and commitment to, effective knowledge transfer/ translation strategies.
- Project management skills – ability to coordinate/prioritize multiple projects.
- Experience in program evaluation an asset.
- Experience with change management methodologies.
- Ability to work effectively both independently and in a team environment.

Salary commensurate with education and qualifications.
