Reporting to the Manager – Electronic Health Record Services and as part of a team of resources within Manitoba eHealth, the incumbent provides laboratory expertise to the clinical informatics support within the EHR Services team to support the functioning of Manitoba’s provincial electronic health record- eChart Manitoba and other related services such as eHealth hub. The CIS – Lab resource will:

  • Provide laboratory and diagnostic system clinical expertise within Manitoba eHealth and our customer base.
  • Work closely with lab source systems to ensure high quality and reliability of lab information in EHR Services solutions.
  • Provide clinical analysis, clinical business flow, current state/future state/gap analysis, to ensure business and Manitoba eHealth goals are met and/or exceeded for patient care in Manitoba.
  • Understand the needs required to deliver safe and efficient patient care from current state and translate this into future state – in consideration of clinical application functionality.
  • Translate the healthcare culture and clinical thinking process used by clinicians and meld with technology solutions.
  • Ensure that all decisions for configuration are based on sound principles, evidence based practice, best practice.
  • Ensure that implementation and support are based on regional standards, inclusive of professional designation and legislation, and Federal and Provincial regulatory standards.
  • Provide clinical analysis, and expertise on outcomes relating to data, cost/benefits and enhancements to business processes, and Manitoba eHealth benchmarks across the region and Canada wide.
  • Provide clinical analysis and expertise on clinical testing, and guide the development and execution of test plans.
  • Develop clinical adoption strategies and detailed change management plans.
  • Facilitate clinical adoption and clinical transformation activities and manage adoption obstacles as they arise.
  • Continual assessment and analysis for risk to patient, patient safety, clinical care decision making; with mitigation plans to minimize/eliminate risk through training and other support mechanisms within the application.
  • Contribute to and participate in the development and execution of training material and plans.
  • Contribute to and participate in various working groups; provincial and federal.
  • Facilitate the coaching of clinical leaders in change management principles and their practical application.
  • This role functions within both project and operation environments.


  • A diploma in Medical Laboratory Sciences required.
  • Program Certificate as a Computer Analyst or related experience preferred.
  • Formal education in Business/Systems/Process Analysis, Healthcare Information Management, or a related field preferred.
  • Minimum three (3) years’ experience in healthcare either in direct patient care, healthcare management or information management.
  • Knowledge of clinical systems used in patient care and the associated information flow.
  • Knowledge of Medical Laboratory Sciences practices.
  • Minimum five (5) years’ experience in a business/process/systems analyst role working with a variety of business stakeholders.
  • Experience working with major projects.
  • Experience carrying out business/process analysis; including workflow transformation and organizational change management.
  • Strong group facilitation skills.
  • Strong oral and written communication skills, including presentation and instructional skills.
  • Demonstrated analytical and problem solving skills.
  • Experienced and comfortable consulting with senior management and medical leadership.
  • Computer literacy as a user of desktop tools is essential.
  • Experience with HL7 messaging standards.
  • Hold current CSMLS and CMLTM memberships.
