Duties:
The Role:
Reporting to the Executive Director, Human Resources, the Recruitment & Training Manager is responsible for acquiring the right candidates to meet the organization’s talent needs in both Western and Eastern Regions. Primary responsibility includes management of the talent recruitment / acquisition and selection process, design, develop and delivery of training courses for the organization as required, provide ad hoc employee relation support, and manage various HR improvement projects.

Major Responsibilities:
Partner closely with hiring managers to discuss open position roles, responsibilities and requirements; assist the hiring managers in preparing updated Job Descriptions for the recruiting positions

Oversee the complete end-to-end recruitment cycle of all vacancies in both Western and Eastern Regions

Responsible for filling vacant positions of Grade 41 and above through various channels such as regular job postings, social media, head hunters etc.

Oversee activities performed by the Recruitment function of each province, provide hands on and remote support to team members on the recruitment process of non-managerial employees; explore and recommend recruitment channels; participate in on-site recruitment fair if necessary, provide feedback on candidate selection

Ensure effective recruitment pipeline by exploring efficient recruitment strategies, methods, technologies and continuously make connections with prospects in our marketplace

Ensure completeness of all hiring documentation for each recruiting position including Staff Requisition Form, Application Form, Reference Checks (if applicable) and other pertinent hiring information

Manage recruitment-related expenditure and ensure the quarterly spending is controlled at or below the established budgeted amount

Keep abreast of market competition, new or changing regulations related to labour market, temporary foreign worker’s program through reading of newsletters and market information as well as working closely with the lawyers

Act as key contact person to external parties such as Service Canada, Statistics Canada, lawyer on matters related to recruitment data, foreign worker programs, work permit issues etc

Lead and/or actively participate in various HR-related Improvement Projects to achieve Company’s strategic goals

Work closely with the HR Team in the Store Support Centre – Eastern Region to facilitate the Talent Management Program to identify and develop successors for key positions in the stores and supporting departments

Lead and maintain the Onboarding Program to ensure information are update-to-date and trainings are delivered to new employees

Develop, conduct and/or recommend training courses as required

Support the day-to-day efficient operation of the HR Department as required

Maintain strict confidentiality and ensure employee records are up-to date at all times

Perform any other duties as assigned by the superior(s)

Requirements:
Knowledge, Skills and Ability Requirements:
Possess at least 5 years of experience in the Human Resources field (preferably in a management role with HR generalist experience) with a focus on recruitment and employee development

Have a good understanding of adult learning principles and techniques and a demonstrated knowledge of how to apply these principles in the development and delivery of employee training

Good knowledge of relevant statutory Employment Standards Acts, Human Rights and other statutory legislations is required

Possess a Bachelor’s Degree or Diploma in Human Resources Management with a Chartered Professionals in Human Resources (CPHR) is preferred

A self-learner with high motivation to engage in continuous learning and self-development opportunities

Knowledge in Import Labour, LMIA application, PR application process and Temporary Foreign Worker Program is required

Able to professionally handle confidential information and in an ethical manner

Demonstrates a keen sense of urgency and commitment to follow up and meet multiple deadlines without compromising on work quality

High level of integrity and ethics; able to work independently and collaboratively as part of a team

Ability to lead by example; experience in coaching and managing a team to deliver results

Strong communication and organizational skills; able to prioritize and multiple tasks simultaneously

Strong writing, verbal, and presentation skills; fluent in English with knowledge in Chinese (Cantonese &/or Mandarin) is an asset

Possess intermediate to advance Microsoft Office technical skills (Outlook, Word, Excel, PowerPoint)

or proceed with Standard Application Form.
