JOB TITLE: Project Manager, Provincial eReferral Management Strategy

START DATE: May 2018

DURATION: Full time, temporary, one (1) year contract

REPORTS TO: Director, Decision Support

DEPARTMENT: Quality, Performance and Accountability

LOCATION: Toronto, Ontario

POSITION SUMMARY:

The Toronto Central LHIN has been appointed by the Ministry of Health and Long Term Care (MOHLTC) to act as the delivery partner responsible for the development of a Provincial eReferral Management Strategy.

Reporting to the Director, Decision Support, this position of Provincial eReferral Management Strategy Lead will be responsible for the successful delivery of the following:

  • Development of a Provincial eReferral Management Strategy on behalf of the MOHLTC and the 14 Local Health Integration Networks (LHINs)
  • Completion of the following parallel work to inform the development of the strategy and accelerate further proliferation of provincial eReferrals:
  • Design of Architecture and Interoperability Guidelines
  • EMR eReferral Integration/Interoperability Requirements
  • Current State Inventory
  • RESPONSIBLITIES:

    • Leading and planning activities and deliverables
    • Manage concurrent deliverables and be responsible for the planning, development, and coordination of all aspects of the assigned work including monitoring the deliverables of any and all team members and consultants to ensure milestone and on-budget completion.
    • Work with various internal and external stakeholders and subject matter experts to gather feedback and input, solve complex business problems, and provide creative solutions to ensure achievement of the stated goals
    • Implement and maintain governance structure(s) as needed to monitor/assess deliverables, anticipating and reporting on variances, issues, and risks.
    • Manage risk by actively engaging regional and provincial leadership, key partners and senior stakeholders, and taking early action to resolve problems
    • Function as the principle contact with LHINs and other key stakeholders on a day-to-day basis with the aim of building strong and supportive relationships
    • Engage Subject Matter Experts to maintain a current understanding of patient referral environments and in turn, applying that knowledge to support the development of the Provincial eReferral Management Strategy.

    QUALIFICATIONS:

    Education:

    • Post-secondary/Master’s degree in health administration, health planning, business administration, communications or relevant health related field, or equivalent education and experience.

    Experience and functional competencies:

    • Minimum 5 years of experience within the follow disciplines: project management, communications and stakeholder management.
    • Strong knowledge of the Ontario healthcare landscape preferred, including familiarity with key stakeholders such as eHealth Ontario, OntarioMD, Ministry of Health and Long-term Care, and Health Service Providers
    • Strong understanding of digital health related technology such as health information systems and interoperability standards
    • Capacity to think strategically and maintain a broad systems view
    • Comfortable with ambiguity, demonstrating the capacity to work independently
    • Effective communicator (oral and written) with demonstrated ability to facilitate and negotiate with multiple stakeholders and service providers
    • Strong ability to effectively manage a diverse range of stakeholder relationships, including senior executives, health service providers, and others with proven experience influencing without direct authority
    • Ability to assess situations to determine the importance, urgency and risks, and make clear decisions which are timely and in the best interest of all stakeholders
    • Proficient use of computer, software, and peripheral equipment, i.e., Microsoft Windows, MS Office Suite, MS Project
