Under the direction of the Associate Director, Engineering Services, the Manager, Flood Risk and Communications will provide extensive expertise and experience in flood management and mitigation including conducting emergency preparation exercises and leading flood warning media, communication and outreach programs. The role involves leading a team of professional staff and acting as a liaison between numerous internal and external groups (including water resources engineering, flood infrastructure and hydrometrics and Municipal Emergency Management Offices), government agencies and the private sector to ensure efficient delivery of the program initiatives with the ultimate goal of minimizing the impact on life and property due to flooding.
KNOWLEDGE:
- Minimum 3 year College diploma in Engineering or Bachelor’s degree in engineering, environmental science, urban planning, water resources, emergency management or related discipline;
- Ten (10) years experience in either water resources engineering, emergency management, or municipal operations;
- P.Eng. designation an asset;
- Knowledge of flood management concepts, including risk management, hydrology, hydraulics, crisis communications;
- Working knowledge of Geographic Information Systems (GIS);
- Thorough knowledge of water resources engineering concepts including proficiency in hydraulic and hydrologic computer models including HEC, Visual OttHYMO, SWMM, MIKE software;
- Thorough knowledge of Emergency Management practice and legislation in Ontario including Incident Management System principles;
- Demonstrated ability to read and interpret hydrologic and hydraulic information and calculations;
- Ability to communicate complex and politically sensitive information; to prepare reports providing recommendations based on technical information;
- Advanced project management, time management, organizational, analytical, research, presentation, problem solving and leadership skills;
- Advanced communication skills utilizing numerous communication platforms including social media, web sites, email and media;
- Emergency Management experience working at Conservation Authorities, Municipality or the Province an asset;
- Proficient in the use of Microsoft Office suite;
- Experience with hydrologic and hydraulic computer models an asset
- Valid Ontario “G” Driver’s Licence in good standing.
