Under the direction of the Associate Director, Engineering Services, the Manager, Flood Risk and Communications will provide extensive expertise and experience in flood management and mitigation including conducting emergency preparation exercises and leading flood warning media, communication and outreach programs. The role involves leading a team of professional staff and acting as a liaison between numerous internal and external groups (including water resources engineering, flood infrastructure and hydrometrics and Municipal Emergency Management Offices), government agencies and the private sector to ensure efficient delivery of the program initiatives with the ultimate goal of minimizing the impact on life and property due to flooding.

KNOWLEDGE:

  • Minimum 3 year College diploma in Engineering or Bachelor’s degree in engineering, environmental science, urban planning, water resources, emergency management or related discipline;
  • Ten (10) years experience in either water resources engineering, emergency management, or municipal operations;
  • P.Eng. designation an asset;
  • Knowledge of flood management concepts, including risk management, hydrology, hydraulics, crisis communications;
  • Working knowledge of Geographic Information Systems (GIS);
  • Thorough knowledge of water resources engineering concepts including proficiency in hydraulic and hydrologic computer models including HEC, Visual OttHYMO, SWMM, MIKE software;
  • Thorough knowledge of Emergency Management practice and legislation in Ontario including Incident Management System principles;
  • Demonstrated ability to read and interpret hydrologic and hydraulic information and calculations;
  • Ability to communicate complex and politically sensitive information; to prepare reports providing recommendations based on technical information;
  • Advanced project management, time management, organizational, analytical, research, presentation, problem solving and leadership skills;
  • Advanced communication skills utilizing numerous communication platforms including social media, web sites, email and media;
  • Emergency Management experience working at Conservation Authorities, Municipality or the Province an asset;
  • Proficient in the use of Microsoft Office suite;
  • Experience with hydrologic and hydraulic computer models an asset
  • Valid Ontario “G” Driver’s Licence in good standing.

SUMMARY OF MAJOR TASKS:

  • Lead the operations and delivery of TRCA Flood Risk Management and Flood Forecasting and Warning programs including delivery, planning, organizing, and budgeting.
  • Coordinate TRCA’s Flood Risk Management activities, including risk identification, mitigation, emergency preparedness, response and recovery.
  • Lead the development of flood warning training plans, conduct municipal training workshops and provide input to municipal exercises.
  • Support and lead TRCA’s corporate flood emergency response and Incident Management System structure; oversee TRCA’s Flood Duty Officers in the dissemination of information on flood conditions in a timely and useful manner to the public, media and partner organizations.
  • Update and maintain manuals and documentation tools for program operations and flood incidents; prepare reports to the Board and municipalities.
  • Aid in the coordination, planning, updating and implementation of TRCA’s flood protection and remedial capital works strategy, through risk assessment, the identification of opportunities, preparation of budget requests and providing project management support to the Water Resources Engineering, Capital Projects and Flood Infrastructure and Hydrometrics teams.
  • Conduct public relations and media interviews.
  • Implement the communication and outreach program for the Dam Emergency Preparedness Plans; liaise with partners in the development of updated Emergency Preparedness Plans
  • Lead the development and implementation of emergency management, education, outreach and public awareness campaigns.
  • Communicate regularly with Senior Management on TRCA’s flood risk and flood warning program, including budgets updates.
  • Coordinate the preparation of operating and capital budgets related to the flood risk management team.
  • Completes detailed reviews of technology needs and advancements in water resources engineering and emergency management to identify improvements and efficiencies that can be implemented to advance TRCA’s strategic plan.
  • Other duties as assigned.
