As a service provider for the Province of Manitoba, The Property Registry’s (TPR) main function is to provide certification of titles to land, maintain land records and provide reliable information of financial interests in personal property to the public. The Property Registry consists of two registries: the Land Titles Office and the Personal Property Registry. The Land Titles Office maintains all records of land ownership and survey plans, and the Personal Property Registry maintains all registrations under Personal Property legislation.

The opportunity**

The Human Resources Administrator will ensure effective day-to-day contact with employees and serve as an information resource for questions pertaining to HR matters. You will be involved in a broad range of HR activities with a primary focus on HRMS administration and recruitment. You will collaborate with the Human Resources Manager on employee and labour relations matters, employee engagement, workforce planning and administration of HR programs. Duties also include working with staff and managers in the areas of new employee orientation, training and HR reporting. Also, you will interact directly with our parent company’s payroll, benefit and HRMS groups, outside benefit and pension providers as well as post-secondary educational institutions and other training resources. You will oversee and manage the confidential employee files, participate in TPR committees (including the Employee Recognition Program) and support the implementation and maintenance of HR policies and procedures. You will also distribute internal communications and provide administrative support to the management team as required.

Qualifications

You possess post-secondary education in Human Resources, business or another relevant field complemented by 1-3 years of experience in a Human Resources role. Prior knowledge of Human Resource Management Systems as well as experience working in a unionized environment are preferred. Familiarity with dealing with Human Resource/Labour Relations matters is a definite asset. You possess the ability to foster relationships and trust with all staff and are also able to look at HR matters in a business context. You have strong organizational skills, creative initiative and the ability to prioritize. You possess excellent written and verbal communication skills and are comfortable working independently and as part of a team. Demonstrated ability to identify, develop and implement opportunities to improve processes and procedures is essential. You are familiar with preparing reports and maintaining records and have an excellent knowledge of Microsoft Office programs. You possess a valid driver’s license and are able to travel within Manitoba and to Ontario. A satisfactory Criminal Record Check and legal entitlement to work in Canada are conditions of employment.
