Position Summary:

The Director of Programs & Development oversees the implementation of all programs and services of the Multicultural Council in accordance to organizational standards and funding agreements. This includes team management, engagement and development and program planning and evaluation. He/she is also responsible for new program development to meet community needs.

As a member of the senior management team, the Director of Programs & Development participates in strategic planning and other organizational development initiatives. He/she works within the Mission, Vision, guidelines and policies of the organization and is accountable and responsible for all programs and for specific projects as assigned.

Position Functions & Duties:

Team Management, Engagement and Development:

  • Mentor and coach direct reports (i.e. program managers, program leads) as required
  • Work with direct reports to develop and implement a professional development program to address the skill and knowledge development needs of employees
  • Develop objective performance measurements across all programs, to ensure consistent, high-quality evaluation and goal setting
  • Instill a sense of accountability among direct reports by modeling tight oversight of individual and organization performance standards
  • Oversee the recruitment, selection, hiring, training and orientation of program staff
  • Oversee the performance management and disciplinary processes of program staff
  • Develop and implement strategies to enhance communication across the organization and employee engagement
  • Plan and chair monthly program management meetings

Program Planning, Management & Evaluation

  • Oversee the implementation, management, supervision and evaluation of all programs in accordance with organizational standards and funding agreements
  • Develop program budgets and secure funding as required
  • Develop program plans and activities in accordance with the mission and the goals of the organization and funding requirements
  • Provide leadership to the development and implementation of formative and summative evaluation processes including outcome measurement
  • Review program evaluations, analyze trends and identify recommendations to address emerging issues/trends
  • Ensure that program processes, data collection tools and client management systems meet organizational standards and funder requirements
  • Carry out program audits to ensure compliance with standards and requirements
  • Ensure that record keeping processes and systems are compliant with applicable legislation and organizational policies
  • Review and approve program activity and financial reports.
  • Draft reports as assigned

Program Development

  • Develop programs/initiatives to support the strategic direction of the organization
  • Research and secure funding opportunities to support the delivery of current services and the introduction of new ones to meet emerging needs
  • Secure partnerships and collaborations to enhance service delivery

Organizational Development & Leadership

  • Support the Executive Director to manage the affairs of the corporation including ensuring compliance with applicable legislation and corporate policies
  • Assist with the review and updating of organizational policies including by-laws
  • Ensure that the MCC operates within its established policies, processes and legal framework
  • Participate in the development of Board reports and other reporting requirements
  • Attend and actively participate in Board meetings, committees and governance retreats
  • Lead/participate in committees as assigned
  • Support the implementation of the organization’s strategic plan
  • Ensure the proper maintenance of organizational records such as financial, membership, personnel.
  • Keep the Executive Director advised of problems/issues and actively engage in the identification of solutions.

Community Relations

  • Represent the MCC in the community
  • Foster community collaborations and partnerships
  • Provide leadership to the development and implementation of the “MCC brand”
  • Develop and implement a strategy to enhance awareness of the organization and its programs in the community. Oversee outreach initiatives.

Financial Management

  • Ensure that financial policies and funder regulations are followed and that programs operate within approved budgets
  • Oversee and approve expenditures. Ensure that all expenditures follow funding agreements and organizational policies.
  • Monitor program cash flow projections and address any variances
  • Ensure that all financial program records are up to date and contain all supporting documents as per funding agreements and organizational policies
  • Ensure invoices and reports are submitted to funders according to established guidelines

Qualifications & Skills

  • University/College degree in Business, Human Services and or relevant combination of education and experience
  • Minimum of 5 years’ experience in a supervisory/leadership role
  • Experience working with government and other public sector organizations including public and private foundations
  • Strong understanding of financial policies, developing and monitoring budgets
  • Strong problem solving, change management and leadership skills
  • Ability to work independently and as part of an interdisciplinary team
  • Demonstrated success securing program funding, developing, operationalizing and evaluating innovative programs
  • Strong project management skills including experience managing complex, multifaceted projects resulting in measurable outcomes
  • Experience in recruiting, hiring, managing, developing, mentoring, employees
  • Deep understanding of human resources practices including development of employee performance improvement plans
  • Excellent verbal and written communication skills with exceptional attention to details
  • Ability to communicate effectively and within a diverse work environment
  • Extensive experience writing reports, proposals, policies and processes
  • Excellent decision-making and judgement skills that enable appropriate supervision of staff.
  • Able to translate strategic objectives into concrete plans
  • Ability to effectively facilitate team development manage interpersonal conflicts
  • Proficiency in the use of computers including Excel, Word and PPT
  • Commitment to and passion for the mission of the organization
  • Ability to work flexible hours
