Our Burnaby area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking a Senior Systems Analyst and Technical Writer on a contract basis to support a large Desktop Transformation initiative (DTP).

The Desktop Transformation Program (DTP) will upgrade existing workstations to Windows 7. The project is responsible for:

1) Ensuring applications, databases and associated peripherals required by business and clinical clients and currently operational in the Windows XP environment are appropriately remediated and tested in the Windows 7 environment (native/Citrix/VDI)

2) Planning, ordering and successfully deploying new workstations

3) Working with DTP clients to:

a. co-develop detailed implementation plans,

b. ensure client requirements and potential impacts are clearly understood, documented and communicated to the DTP teams,

c. ensure effective collaboration and communication to support timely application remediation (or identification of alternate solutions),

d. minimize the user impact of the workstation replacement and ensure business continuity and

e. support/facilitate effective and timely issue resolution when issues arise

Driven by a commitment to minimize the potentially significant cost impact to the Health Organizations still on Windows XP and to ensure a positive client experience and business continuity during the transition, the Desktop Transformation Program is a fast paced and dynamic work environment that requires a strong working partnership between multiple stakeholders within multiple organizations.

With site deployments substantially complete, the project is initiating a Circle Back process to resolve missed devices and to provide alternate solution support to clinical./business units to further reduce the # of XP retain devices to ensure device readiness for CST. Detailed planning from project transition to sustainment / operations is a priority focus of this phase of DTP.

Anticipated services include:

The DTP Senior Systems Analyst/Technical Writer will support the analysis of business/technical requirements as they relate to the DTP Circle Back Strategy.

The successful candidate will be expected to work primarily with the DTP Circle Back Solutioning team in addition to the Application, Change Management, Discover/Deployment and Infrastructure/Architecture teams, client organizations and business stakeholders.

Responsibilities include, but are not limited to, the following:

1) Completes / participates in the analysis and documentation of business requirements for clinical and business applications, the evaluation of software, enabling technology solution options, features and functions, and the implementation, testing, deployment, and documentation of application systems.

2) Conducts feasibility studies and business impact assessments for clinical applications through methods such as reviewing discovery data, determining user department requirements, examining and identifying problems with existing systems/application dependencies and recommending solutions or alternates.

3) Documents business/technical procedures and processes (current and future state), including identifying gaps, risks and opportunities.

4) Conducting requirements gathering; use case development; process mapping; options analysis; and gap analysis.

5) Developing briefing notes that will enable business, clinical and technology decision making.

6) Develops technical solution specifications for complex clinical application systems such as integrated systems which impact several functional areas throughout the PHSA by performing duties such as gathering detailed information from user departments, developing and documenting systems and procedures, designing forms, preparing flow charts and detailing hardware and software specifications, and preparing detailed implementation plans.

7) Producing complex workflow analysis and documentation.

8) Developing and participating in test plan development by working collaboratively to develop test cases, scenarios, and specifications.

9) Facilitating sessions relating to feasibility analysis, business impact assessments, technical solutioning sessions, etc. and documenting findings.

10) Preparing technical documentation to support production turnover, including (but not limited to):

a. Technical specifications documentation.

b. Operational processes including SOPs and SOAs.

c. User training documentation for business, clinical and technical users, etc.

11) Providing support to the senior leadership team to ensure DTP’s ability meet required timelines and deliverables, as well as issue escalation and resolution.

12) Assisting in the enforcement of project deadlines and schedules.

13) Producing presentation materials, status reports, etc. and other related administrative tasks.

Meeting/working session facilitation (inclusive of agenda, minutes and other meeting materials).

In addition to the requirements noted below, the successful candidate will possess the following:

  • Ability to effectively liaise with business, clinical and technical staff to provide the business perspective during system analysis and solutioning phases.
  • Analytical, critical thinking and problem-solving skills; including the ability to recognize symptoms, diagnose causes and identify alternative solutions.
  • Business analysis skills and experience in business/technical processes development and re-engineering.
  • Strong interpersonal skills to effectively facilitate discussions with a diverse group of stakeholders, users, etc.

Technical Writing

Demonstrated ability to:

  • develop wire frames, workflows, use case diagrams, flowcharts, and other analysis-type documentation.
  • extract information and knowledge from complex sources, and to describe business outcomes and benefits in layman terms.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to convert complex technical information into clean, concise, and coherent end-user documentation in plain English.

Other

  • Demonstrated proficiency in MS Office toolsets (Word, Excel, PowerPoint, Project).
  • Ability to meet deadlines in a fast-paced work environment.
  • Senior-level documentation, presentation, organizational and time management skills.
  • Verbal and written (i.e. business and technical) communication skills, including the ability to establish and maintain effective working relationships with both the user community and technical teams.
  • Works well independently and within a team, while influencing and supporting.
  • Working knowledge of/experience with Project Management methodologies and tools would be beneficial.
  • Previous experience working in the healthcare industry is an asset.

Must Haves
Graduation from a recognized diploma or degree program in Computer Science, five (5) years of recent related experience or an equivalent combination of education, training, and experience.

A minimum of five (5) years’ experience documenting technical solutions, operational processes, training materials and production turnover materials.
