Responsible for all aspects of Facility Management for all Bell buildings across Newfoundland and Labrador. Includes daily and on call administration of technical staff and a variety of contractors. Manage various process’s. Includes oversight of a variety of cleaning, snow clearing and landscape contractors and building related contractors.


Health and Safety / Ethics and Compliance

Accountable to ensure the compliance to all company policies and operate transparently with prudence. Compliance includes: adherence to code of conduct and ethics and to all applicable provincial legislation related to environment, H&S, ESA, etc. Ensure the proper document, records and process management and controls required for any internal or external audits. Optimized Maintenance Review and analyze key building metrics (WOs, ATCs, Sub-contractor vs self performed, PMRs, SARs etc.) and use the information to make key decisions in collaboration with OMP Lead and Maintenance Supervisors. Incident and Escalation Management Follow the process (as attached) and act as the central point of communication for effective mobilization of key resources to correct the issue. Ensures effective and timely escalation of key issues. Be present and visible on sites where applicable. Customer Satisfaction Review and analyze key building metrics, CSC metrics, WO’s to identify irritants and determine corrective action. Coordinate a general building satisfaction survey. Provide timely communication and be responsive to general requests. Energy Management Adoption and promotion of Energy Programs to drive a culture of conservation. Working closely with the Director of Energy, have a clear understanding of programs recommended and ensure they are implemented and reviewed regularly for ongoing feasibility. Environmental Management Ensure adherence to legislative standards, environmental compliance, report any instances of environmental issues or concerns timely. Environment Accountable to ensure use of exclusively compliant vendors, and ensures compliant vendors are listed on the Assignment Tables Responsible for procurement activities under $5,000, using MERX for eProcurement, complying with requirements for appropriate vendor rotation. Responsible for ensuring the scope of work for tenders/ RFX exercises accurately reflects the scope within the buildings FM manages. Responsible to ensure timely communications of contractor performance through effective use of the subcontractor management program. Vendor oversight to ensure effective service delivery level, permitting procurement to handle vendor management at the contract level (this might need different language). Landlord Management Liaise with Transactions department at lease renewal and continuously throughout the term of the lease. Document issues that are pertinent to negotiations and provide timely information regarding operational issues or site conditions that could affect lease negotiations. Act as liaison with Landlord per established Landlord Management Program attached to this role document. Realty Management Provide input into the planning of strategic and business unit space planning proposals, attending planning meetings as required. Maintain frequent communication with Client Services team and be key point of contact for employee affecting operational issues in assigned buildings. Arrange access for vendors supplying goods or services to employees in assigned sites. Support and enforce space planning standards and guidelines. Finance/Budgeting and Cost Control Responsible for development of annual facility budget by site, taking into consideration client and tenant objectives and facility condition . Prudent fiscal operation, managing spend according to budgets, including adherence to prescribed cost control measures as planned (i.e. negotiated vendor contracts, energy savings etc). Responsible for identifying opportunities for cost control based on best operating practices and prudent management of resources. Responsible for accurate accounting of expenditures in keeping with internal audit protocols, including appropriate allocation of costs to respective budgets and use of correct general ledger accounts. Work in collaboration with Maintenance Supervisors to ensure completion of maintenance activities at assigned facilities using correct mix of suppliers and internal staff. Identify cost reduction measures related to the building. Visitation and Inspections Work with Project managers, landlords, technicians and maintenance supervisors to ensure that the Inspection checklist is review. Perform inspections assigned to the FM as indicated in the List of Inspections. Assign inspections to the AFM, as required and ensure they are completed. Document issues by raising a non-conformance or opportunity for improvement, as required. Reporting Responsible for producing required reporting for Landlord Management, Subcontractor management and Inspection Regime. Log requests for ad hoc reports using the request capture tool. Provide required Schedule T reports. Document Management Upload correlated records to the Records Management Library (SDRLive will be used to store all documents by task). Recommend changes to contract requirements and procedures using the document control review process. REQUIREMENTS Minimum of five (5) years related experience with some direct involvement with commercial tenants. Post secondary diploma or FMA designation preferred. Strong leadership skills; proven knowledge of project management, budget and accounting skills. Extensive experience in maintaining building services utilizing contractors and in-house staff. Strong problem solving abilities. Excellent verbal and written communication skills. Experience with budget and financial development, forecasting and monitoring. Excellent organizational and interpersonal skills. Proficiency in Word, Excel, and experience with JD Edwards would be an asset. Ability to obtain required security clearance.
