Oversees overall operations and condition of assigned physical assets, utility infrastructure, housekeeping, security, motor vehicle fleet, and equipment. Directly supervises maintenance staff including contractors, casual staff and sworn members. Develops and implements routine and preventative maintenance programs and standard operating manuals.
Develops and implements preventative maintenance programs, standard operating manuals and agendas for modification and maintenance of buildings and equipment. Plans, establishes and oversees execution of facilities maintenance services by liaising with internal and external stakeholders at Transit Police, SkyTrain stations and TransLink’s Adjacent Integrated developments.
Researches and recommends vendors for various contracted services to Senior Management; oversees vendor requisition and selection for services and workforce required for facility maintenance. Prepares detailed contracts and administers them by periodically inspecting contractors, approving their work and resolving contract related problems. Analyses budgets and costs recommending process efficiencies where required.
Manages technical/trades contractors and various charge hands responsible for scheduling, assigning and coordinating work ensuring all projects are in compliance with legislative guidelines, corporate policy and safe work practices. Creates and executes budgets authorizing local purchase orders, credit cards and standing purchase orders to ensure the availability of adequate supplies.
Supervises retro-fitting and upgrades to meet security regulations ensuring buildings meet security standards specific to law enforcement environment. Manages other maintenance and security services such as janitorial services, access card management, building security and parking facilities and responding to after-hours emergency calls as required. Ensures all tasks, labour, materials and contract expenditures are accurately maintained in maintenance management system.
Oversees construction related projects of new and existing facilities and liaising with internal and external stakeholders to determine space requirements and design. Identifies and addresses property deficiencies related to building and equipment and provides progress reports to senior leadership highlighting emerging issues and making recommendations with solutions.
Develops pricing strategy, procures vendors and executes purchasing for Transit Police Vehicle; manages periodic activities such as scheduled maintenance, fleet analysis and reviews the road worthiness of the vehicles, discussing potential risks with Senior Management and providing solutions.
Procures dealers and contracts them for purchase of police equipment such as transmission radios, police kits, emergency response tools and member uniforms and ensures optimum inventory management and budget compliance of all the equipment and uniform; Address problems or issues with staff related to these services and highlights red flags to Senior management when required.
Reviews and recommends optimum utilization of space and resources in space planning meetings with architects and department heads to determine space requirements and design; provides relevant information to architects and designer. Assists engineering representatives in commissioning of new and renovated buildings, and handles warranty issues related to facilities maintenance.
Participates in monitoring workplace safety and working conditions to ensure compliance with WorkSafeBC regulations and other applicable laws and standards, initiating corrective action as required. Assists in the investigation of workplace accidents and promotes sound health and safety practices. Collaborates and cooperates with TransLink enterprise partners in the advancement of enterprise safety programs and initiatives
Manages reporting staff, providing leadership for hiring, training and development, coaching, performance planning and review and all other people management practices
Education and Experience:
The competencies for the position would typically be acquired through completion of a post-secondary 2 year diploma in Procurement or Supply management or Logistics, combined with six years of relevant work experience, including experience in computerized alarm systems, maintenance scheduling and access databases. Experience in a policing or law enforcement environment is an asset.
Solid knowledge of the building trades or construction industry, including all aspects of repair, renovation, maintenance and construction of new and existing building and associated equipment.
Strong knowledge of building codes and all related regulatory requirements
Good planning skills to plan, develop and implement building maintenance programs
Solid organizing and coordination skills to schedule and coordinate a wide range of technical/trades contractors and project management skills to manage minor capital projects from start to completion
Strong analytical skills to assess technical, trades, construction work, ensuring quality, completeness, and compliance with regulatory requirements.
Solid working knowledge in MS office, including word processing, spreadsheets, access databases & presentations
Must be able to obtain and maintain enhanced security clearanc
