Senior Human Resources Consultant – 16 Month Contract
Reporting to the Director, Employee and Labour Relations, the incumbent contributes to the College’s goals and objectives by providing a full range of Human Resources consulting, advising and coaching services to a client group of managers and staff from the academic and service areas of the College. The incumbent will participate in the formulation, implementation and administration of strategic human resources practices relating to employee and labour relations, performance management and workforce planning. The incumbent will provide professional advice and counsel in these areas to ensure managers are well-versed in College policies, procedures and legislative requirements.

• Ensures that College employee and labour relations activities comply with Collective Agreements and legislative requirements.
• Investigates and resolves employee issues. Provides advice and assistance to client groups in managing the complaints, grievances and arbitration process. Records and maintains confidential notes, investigations and research associated with complaints and issues. This includes investigating issues related to: working conditions and terms of employment, conduct, job competitions, dismissal, suspension, layoff, reassignment, classification, and staffing etc. Incumbent conducts interviews, prepares briefs and responses, attends conduct meetings and grievances and represents the College’s best interest within mandated or negotiated timelines.
• Assists and participates at union / management meetings and special projects.
• Provides advice and recommendations to client groups regarding performance and attendance management matters. Co-ordinates the discipline process established by College policy and provides advice to managers throughout the process.
• Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
• Acts as College representative and/or resource to legal counsel and managers in the grievance and arbitration process.
• Provides administrative support and advice to client groups on recruitment and selection. Participates in the hiring and selection process for academic, administrative and support employees as required.
• Assists client groups with workforce planning activities by analyzing existing data and making appropriate recommendations with respect to department structure etc.
• Assists in developing and implementing labour relations and workforce planning guidelines, procedures and / or policies.
• Researches, collects, analyzes and interprets information such as case law, legal precedents, and arbitration awards as required.
• Identifies / analyzes employee relation trends; assembles data for central collective bargaining, strike contingency planning etc.
• Liaises with others to ensure effective delivery of quality service; provides back-up for other HR Consultants as required.
• A completed 3 year Diploma or Degree in Human Resources Management, Industrial Relations or Business with Human Resources/Labour Relations major. If in another discipline, state how the education is related.
• Five years of human resources generalist experience providing labour relations and workforce planning advice to all levels of management within a diverse, multi-union, multi-site workplace.
Strong labour relations experience in a unionized environment is required for this position.
CHRP designation an asset.
• Demonstrated successful experience with union-management relationships/dynamics and conducting workplace investigations. Public sector experience preferred.
• Demonstrated in-depth and current knowledge and experience with workforce planning, grievance and arbitraton procedures, aribtral jurisprudence, employment-related legislation, and human resources theories/techniques and can utilize this knowledge to develop and implement creative solutions to complex problems.
• Strong conflict resolution and negotiation skills; excellent research, analytical and problem-solving skills to ensure problems, complaints and enquiries are handled tactfully, effectively and promptly; excellent planning and organizational skills.
• Excellent oral and written communication skills to effectively interpret and explain labour relations information, prepare job postings, conduct interviews and interact with the College’s multi-cultural/racial/able staff.
• Accessible customer-service focus with a proven ability to participate effectively in a team environment.
• Strong skills in Microsoft Office Suite.
• A valid Ontario Driver’s License and access to a reliable vehicle are required for travel between campuses.
