Seabird Island (SI) is located in the beautiful Upper Fraser Valley area surrounded by mountains and rivers, and just three kilometers northeast of Agassiz, British Columbia. The Seabird Island Band is a multi-faceted First Nations Band that includes government, business, service and non-profit services. We work as an integrated team to improve the health, education, and economic opportunities for First Nations people to create thriving First Nations families and communities.

We are actively seeking a dedicated, experienced, and motivational Manager to maintain and develop our Housing Programs. The successful candidate must be well organized, people oriented, and have the ability to build effective and trustworthy relationships with community members, staff, and government organizations .

Position Summary : Reporting to the Director, Community Development & Government Affairs, the Housing Program Manager is responsible for the overall administrative function of Seabird Island’s Housing Programs, including homeownership – both the transfer of existing homes and new units, as well as rental units, and social housing. The Manager is responsible for tenancy management of all housing units and housing programs across the housing continuum, for estimating and forecasting budget requirements, and for preparing and monitoring reports on housing projects.

Qualifications/Requirements:

  • Post-secondary education from a recognized institution and/or a minimum of 6 years’ directly related experience in on-reserve housing programs; plus, 3-5 years’ experience with tenancy and/or mortgage management, including transference of ownership, foreclosure processes and documentation; plus, Post-secondary supervisory/management training and/or 5 years’ directly related experience;
  • Working knowledge of contract administration, housing regulations, the B.C. Landlord and Tenancy Acts, CMHC, as well as an understanding of how other government agencies such as Health Canada and Indigenous & Northern Affairs Canada play a role in the program as per the Seabird Island Housing Policy.
  • Basic knowledge of standard residential construction techniques and maintenance requirements;
  • Ability to plan, coordinate, organize, and evaluate human, material and financial resources in a wide variety of residential and building construction and repair activities;
  • Ability to supervise people and projects, including setting direction and priorities and evaluating progress and performance;
  • Experience with financial and budget preparation and monitoring, as well as project estimates and forecasting expenditures;
  • Good computer skills, proficient with Microsoft Office Suite;
  • Ability to resolve conflicts or mediate small disputes involving contractors, employees or citizens;
  • Excellent communication skills, both oral and written.

Primary Responsibilities:

  • Analyses, develops and implements new programs to promote affordable housing which address a broad range of housing needs, income levels, including rehabilitation, development incentives, and home buyer assistance.
  • Ensures the development and efficient delivery of SI’s Market Housing Program through First Nations Market Housing Fund.
  • Evaluates housing programs by reviewing all projects within these programs, to ensure they meet the goals and objectives for funding and SI, and ensure they are within the policy or forecasted budget.
  • Analyze and negotiate SI participation in the housing development projects for SI, including assistance with new construction, infrastructure and public facilities;
  • Assists SI Social Housing Programs through funding application review, processing and reporting; monitoring performance to ensure effective use of funds and compliance with rules and fair housing requirements.
