Designs, provisions, documents, supports and project manages network element implementation projects and customer data, narrow and broadband service requests. Ensures the integrity of SaskTel’s Core, Access, and Wireless networks are maintained and provides support to internal and external customers during the installation of new and existing technologies.
KEY RESPONSIBILITIES

Designs, purchases and provides network elements, facilities and circuits (physical and virtual), to corporate network infrastructure and customer premises. Designs, develops and provides network implementation instructions, technical documents, business processes and drawings. Recommends and purchases maintenance spares and test equipment. Negotiates pricing, problem resolution, product enhancements and contracts with equipment vendors, contractors and customers.
Provides project management and coordination from customer request to in-service within forecasted time frames and ensures the successful implementation and integration of network hardware and software into the existing network infrastructure. Provides project management of internal and external contractors.
Provides technical support to other internal departments and external customers to ensure that sufficient capacity and infrastructure are in place for the successful completion of network projects and customer service requests.
Provides technical support of network elements and narrow and broadband services requested by SaskTel customers. Accountable for the acceptance and configuration of equipment installations to ensure design, hardware, software and installation meets engineering specifications.
Identifies and provides training requirements for new technologies. Coordinates timely training for appropriate groups as dictated by equipment installation schedules.
Provides individual and project forecast for capital budgeting as well as project manpower forecasting for Operations and Customer Services’. Prioritizes and monitors spending to ensure the cost effectiveness of projects.
Responsible for the capacity management of network elements and infrastructure. Provides, manages, and administrates virtual and physical assignments for network infrastructure and customer service records.
Represents SaskTel by meeting with external groups and customers to analyze the customer’s communication and business requirements. Recommends, designs, prices and provisions cost effective, innovative solutions that meet the customer’s current and future needs.
Develops specifications for and issues tenders and Requests for Proposal for the procurement of network and/or facilities equipment. Conducts new technology and equipment evaluation, testing and selection. Coordinates the evaluation and award process and finalizes negotiations with vendors and contractors.
Provides technical support, network expertise, service development costing, and consulting services. Develops and writes network standards.
Coordinates business unit workload and/or performs in charge duties as assigned. Provides training and mentorship of junior colleagues.
POSITION REQUIREMENTS
Technical Institute Diploma in Electronics Engineering or equivalent Diploma as recognized by Canadian Council of Technicians and Technologists OR Level 30 Algebra, Geo-Trig, and Physics supplemented with electronics related training, and a thorough knowledge (typically gained through five years experience) of the subject matter in one or more of the following areas:
a) Access elements (xDSL, Subscriber Radio).
b) IP Core / access / customer WAN & LAN networks and equipment. (Cisco, Juniper, Alcatel)
c) MARTENS system knowledge.
d) Inside and Outside plant cable / fibre optic (FOTS) facilities equipment and structures.
e) FTTP Technologies and elements.
f) GIS applications (ESRI or Network Engineer Software).
g) Transmission
General knowledge of telecommunications network design principals and processes.
General knowledge of SaskTel’s corporate structure, technologies in use at SaskTel, and the Telecommunications Industry Technology trends.
Working knowledge of personal computers and various Software applications. (CircuitVision, Data Ease, SAP, ADAPT, Martens, AutoCAD, Visio, Brio, Word, Excel, PowerPoint, GIS, etc.)
Ability to plan, organize and coordinate in a self directed and team environment.
Good decision making, analytical and problem solving abilities.
Good verbal and written communication skills and the ability to deal effectively with others.
Ability to direct and instruct others.
