BACKGROUND

The Provincial Health Application Services branch has overall responsibility to ensure that applications used for the delivery of programs in the Health sector are operational, maintained, enhanced, optimized, and supported. Areas of responsibility include business applications that support the Regional Health Authorities and the Department of Health. It has responsibility for the provision of 24/7 support for a wide range of complex and highly diversified applications. It also ensures that these solutions are optimized and enhanced and new solutions are delivered to meet the ever-changing business requirements of the stakeholders and healthcare environment.
2. SERVICESSOUGHT

Service New Brunswick – Provincial Health Application Services requires the services of a Senior Business Analyst/Systems Analyst (Classification SBA3) to support the operation, maintenance and support of various systems and businesses including, but not limited to, the Cancer Screening Program and the Data Sharing Platform.

The Senior Business Systems Analyst will be required to work closely with the Subject Matter Experts and primary stakeholders of various lines of business to ensure alignment and coordination of gathering business requirements. The Business Analyst will also work closely with the Provincial Health Application Services Technical Strategists to ensure the business requirements align and are met by the information technology requirements. As well he/she will be required to document any new processes that will support the businesses in delivery of their health program and services. The Business analyst will also foster and maintain close working relationships with the various lines of business to ensure the business and information technology requirements align.

5. REPORTING STRUCTURE

The successful candidate will report to the Manager Provincial Health Application Services who will provide leadership/supervision regarding overall duties and work assignments.

6. DURATION/EFFORT

The successful candidate will be required on a full-time basis for a period of 24 months (480 working days) with a preferred start date of August 13, 2018.

The Service New Brunswick reserves the right to truncate the engagement, as needed. The Department may extend the engagement, monetarily, by 25% if it deems necessary.

7. WORK LOCATION ANDTRAVEL

Office space with current technology and access to necessary information will be provided in HSBC Place, Fredericton, NB for the duration of the engagement.

If the proposed resource is based outside of Fredericton, it is the vendor’s responsibility to pay for the employee’s travel time and costs to and from their place of business (or home) to Fredericton.

If travel within the province is required, the Department will pay for travel outside of our area of business (Fredericton) as part of this assignment.

8. VENDOR-SUPPLIEDDEVICES

It is the vendor’s responsibility to provide laptop or desktop computers for use by the successful candidate for the duration of the engagement. The successful candidate is required to meet with the SNB Departmental Information Security Officer (DISO) and sign an agreement governing the terms under which non-GNB devices may be connected to the GNB network.

In the event the vendor is unable to supply laptops or desktop computers for use by the successful candidate, SNB shall provide a device.

Additionally, should the successful candidate require a telephone, it is the vendor’s responsibility to provide this device and pay for any recurring service charges.

9. CRITERIA FOR IMMEDIATEDISQUALIFICATION

Candidates will be immediately disqualified from the competition if:

  • they do not meet the Mandatory Minimum requirements or years of experience contained in Section3,
  • the proposal does not clearly illustrate how they meet one or more of the Scored requirements contained in Section4,
  • they arenot available for standard 7.50 hour workday,
  • they are unavailable duringthe timeframe indicated in Section6.
  • they do not accept the on-call rotation or the on call rates ofreimbursement.

10. DELIVERABLES

The Senior Business System Analyst’s responsibilities include:

  • Detailed review of existing businessrequirements;
  • Design and develop facilitation sessions to validate the existing requirementsand collect net newbusiness and information technology requirement, including gapanalysis;
  • Develop facilitation session plan per businessline;
  • Document the results of the business and information technology requirement sessions and write the Business Requirements document;

  • Identify and document business needs and processgaps;
  • Some weekday evening and weekend work hours may be required as part of the on call support rotation. On call rates are $2.50 per hour for on call time and regular hourly per diem rate for call backtime.

The individual will be required to sign a non-disclosure agreement and complete the Department’s Privacy Training prior to commencing the assignment

11. SELECTIONPROCESS

Final selection is at the sole discretion of the evaluation committee and includes the following criteria:
1. Mandatory Experience of the candidate as defined in Section3.
2. Scored Requirements of the candidate as defined in Section 4 (70points)
3. Cost as measured by the candidates’ associated per diems. (20points)
4. Interview (10pts)

The following may be required prior to final selection or award:

  • References may be requested following the interviewprocess
  • demonstration of documentation produced (as identified in Sections 3 and4)
  • administration of a test to the candidates to gauge practical application of their skills, knowledgeand
  • a confidentiality agreement with the vendor and the vendor’s proposed candidates,and
  • assignment of all intellectual property rights, including copyright, for all deliverables, consultation and services toGNB

12. PARTICIPATION IN FUTURE RFPPROCESS

Vendors will not be excluded from any future Request for Proposal (RFP) resulting from work completed as part of this Statement of Work. Any future RFP associated with this project is at the discretion of SNB and will include unfettered and equal access to pertinent deliverables associated with this SOW for all interestedvendors.
