Job Title: Senior Manager, Government Relations

Reports to: Director, Government Relations

Job Purpose:
Optimize reimbursement of Roche products and support portfolio planning in the assigned region through the development and implementation of Market Access plans, as well as government and professional stakeholder relationship management and policy influence activities.

Develops and implements integrated strategic and operational plans

Leads a cross functional team (including representation from Market Access and Pricing, Corporate Relations, Medical, Product Strategy and Customer Strategy) in the development and implementation of integrated strategic and operational Market Access plans to achieve provincial reimbursement and health policy objectives.

Participates in the development and implementation of the local negotiation plan to support product listing.

Optimizes reimbursement for Roche brands

Optimizes reimbursement and funding of Roche products by developing and maintaining relationships with key government stakeholders including cancer agency and drug program managers and staff, and by leveraging relationships with political officials and key bureaucrats. This includes facilitating relationship building/strategic communications between Roche Executive (President and CEO, Customer Strategy and Product Strategy VPs and VP Regulatory Affairs and Market Access) with key senior government officials, agency leaders and provincial political players.

Engages in provincial health policy issues

Influences provincial health policy outcomes by developing and maintaining relationships with provincial government players (governing party and opposition), assessing evolving political/policy environment and managing strategic communications with these players.

Supports Regional Customer Strategy teams

Participates and inputs into regional strategies within the Customer Strategy Leadership Team

Qualifications:
4 year Bachelor degree

Minimum of 5 years working experience in specialty and/or oncology therapeutic areas

Knowledge of reimbursement pathways/process in the region

Development of relationships with key bureaucrats and policy makers for their assigned geography

Pharmaceutical policy/industry knowledge

Government relations, stakeholder relations and/or reimbursement experience in health care

Technical and reimbursement knowledge about Roche brands and main competitors in their respective region

Development of internal relationships with key cross-functional colleagues (Market Access and Pricing, Public Policy, Product Strategy, Customer Strategy, Medical)
