The Role:
We are looking for an innovative change leader with a strong planning and evaluation background to utilize this knowledge in supporting and collaborating with the Human Services Department in alignment with the integrated Planning Framework.

This role will focus on achieving results and supervising staff working collectively on internal departmental planning and external community planning and a range of analytical and developmental activities that support performance management.

Supervises employees through a variety of activities including hiring, coaching, motivating, developing job objectives, disciplining, managing performance, assigning and delegating work, ensuring quality and service standards are met
Assists the Manager with the development of strategic goals of the department, its measurable needs and its resources
Supports staff to conduct internal and external assessments, develop strategic elements, identify drivers of success, facilitate strategic and operational planning, strategy execution, alignment and accountability, performance analysis and management and evaluation
Ensures alignment of departmental efforts to the Region of Peel’s 20-year Corporate Strategic Plan through strategic planning and performance management methodologies
Provides advice, guidance and support to staff and the Department by illustrating alignment of their day to day work to strategy through the Integrated Planning Framework
Ensures a holistic approach to creating organizational value through planning and measurement frameworks inclusive of outcome measurement from a global Human Services perspective
Ensures planning and performance measurement standards that are client centred
Work collaboratively with the Corporation on the development of Customer Satisfaction and Employee Satisfaction indicators and incorporates results as a component of the Human Services Performance Framework; utilizing for planning and development purposes
Oversee the development of communication materials for project and program roll-outs as well as regularly measures and monitors status
Summarizes and reports on statistical data, research findings and results of community impacts for inclusion in the development of Human Service planning
Develops a consistent approach in building the integrated capacity of community partners
Responsible for strategic planning and performance measurement and the communication of data to heighten accountability and aids
Develops, recommends and provides professional advice with respect to strategic planning and performance management, quality assurance, business continuity, financial management and program changes
Manages, facilitates and coordinates projects, studies, public consultation and communication aimed at advancing the mandate of the Human Services Department
Coordinates the logistics or operational elements for large complex projects
Establishes and implements research standards and common practices in the Human Services department to ensure adequate functional, technical support and documentation to Human Services Leadership team and IT to support the collection, management and storage of data with integrity, transparency and security
Prepares reports and correspondence and makes presentation to senior management, Regional Council, committees and the general public
Develops and maintains relationships with divisional clients and supports the Manager of Strategic Planning, Management and Evaluation to identify and develop new continuous opportunities where appropriate
Provides staff leadership on multidisciplinary project teams
Develops and implements processes in line with the Corporate Process Management and Improvement methodology
Assists in the development and review of funding proposals from a global Human Services perspective for the Department.
Focuses on continuous improvement and excellence and works in an integrated way to build trust and confidence and creates alignment between organizational goals, plans, initiatives and reward systems

Post-secondary education in Human Services, Planning, Public Administration or a related field, combined with a minimum of 5 years related work experience or an equivalent combination of education & experience
At least 3 years of leadership experience; demonstrated ability to lead and supervise a diverse team
Working knowledge of strategic planning and performance management methodologies to ensure sound administration of programs and processes
Experience in strategic and operational planning aligning to budget, strategy execution, alignment and accountability, and performance analysis/management.
Ability to interpret and evaluate information to improve the delivery of existing programs or processes; or to develop new approaches or processes
Analytical and planning skills necessary for needs reviews, research, statistics, and root cause analysis.
Experience in program evaluation methods and practice, including statistical validity and reliability testing, sample size calculations, statistical power, etc. is considered an asset as well as membership in Canadian Evaluation Society and/or Credentialed Evaluator designation
Well developed and proven analytical, research and negotiation skills.
Political awareness, sufficient to identify and respond to situations using tact and diplomacy to understand the various parties and stakeholders involved in decision making processes, and to anticipate their likely reaction to statements, proposals, recommendations and situations.
Proficient in MS Office applications; knowledge of SPSS (Statistical Package for Social Science) and MSProject would be an asset
Working knowledge of legislation that directs and supports the delivery of Human Services programs and services such as Ontario Works Act, the Ontario Disability Support Program, the Housing Service Act, Child Care and Early Years Act, the Child and Family Services Act, French Language Services Act and the Accessibility for Ontarians with Disabilities Act
Strong communication and presentation skills, including the ability to present to various audiences both internal and external to Peel
Experienced in methodologies such as, project management, change management, corporate process management and improvement
Proven ability to problem solve and resolve conflict and the ability to respond with tact and diplomacy

Compensation: Band 8 as per non-union salary structure + comprehensive benefits
Location: 10 Peel Center Drive, Brampton
Hours of Work: Monday to Friday 35 hours/week 8:30am-4:30pm
