Quality Assurance Analyst (Programmer Analyst 1)

SNB may extend the engagement by 25 % if it deems necessary.

The employee will report to the Senior Quality Analyst within the Health Business and Technology Solutions Branch who will provide leadership/supervision regarding overall duties and work assignment

WORK LOCATION AND TRAVEL

Office space with current technology and access to necessary information will be provided in HSBC Place, Fredericton, NB for the duration of the engagement. If the proposed resource is based outside of Fredericton, it is the vendor’s responsibility to pay for the employee’s travel time and costs to and from their place of business (or home) to Fredericton.

Travel within the province is required. The Department will pay for travel outside of our area of business (Fredericton) as part of this assignment. Travel, meals, and lodging expenses will be reimbursed at the Province of New Brunswick employee travel rates

1. BACKGROUND

The Health Application Services Branch has overall responsibility to ensure that applications used for the delivery of programs in the Health sector are operational, maintained, enhanced, optimized, and supported. Areas of responsibility include business applications that support the Regional Health Authorities and the Department of Health. It has responsibility for the provision of 24/7 support for a wide range of complex and highly diversified applications. It also ensures that these solutions are optimized and enhanced and new solutions are delivered to meet the ever-changing business requirements of the stakeholders and healthcare environment.

2. SERVICES SOUGHT

The Quality Assurance Analyst contributes to Dept. of Health initiatives under the guidance of the Lead Quality Analyst. This will require working with Project Teams and using various methods and tools to evaluate quality. Knowledge of Quality Assurance frameworks and project methodologies (Waterfall, Waterscrum, Agile, Kanban) will be an asset.

Duties:

  • Gathers and analyses data for the conduct of studies to establish the technical and economic feasibility of proposed computer systems, and for the development of functional and system design specifications.
  • Designs methods and procedures for small computer systems, and sub-system of larger systems.
  • Develops, tests and implements small computer systems, and sub-systems of larger systems.
  • Produces forms, manuals, programs, data files, procedures, and training material.
  • Controls and evaluates systems testing as a member of a systems test team.
  • Write user, operations and training manuals.
  • Trains user and operations personnel.

Supervision

  • Provides guidance and work leadership to programmers.

3. QUALIFICATIONS/EXPERIENCE

DOH is seeking a resource with the following mandatory qualifications/experience:

A University degree in Computer Science, Health Sciences, Business Administration or similar disciplines is preferred by an equivalent of education and experience may be considered

A minimum of4 years of testing experience including multiple types of testing (e.g. functional, performance, connectivity, regression, automation)

Experience in quality assurance and system testing best practices and methodologies
