Job Description POSITION TITLE: Manager, Flight Operations Quality Assurance (FOQA)

FUNCTION

Reporting to the Director, Safety the Manager, FOQA is responsible for monitoring and ensuring the procedures, practices and policies of the Flight Operations department are complied with and are effective. With respect to duties associated with Flight Data Analysis (FDA), including the gate keeper role, the FDA policy, and the Maintenance Memorandum of Understanding, the Manager, FOQA shall consult independently with the FDA team and continue to report identified trends to the Safety Management System (SMS).

Duties and Responsibilities

The Manager, FOQA shall have the following duties:

  • Develop and maintain the Porter Flight Operations Quality Assurance Manual.
  • Monitor compliance with, the adequacy and effectiveness of operational procedures.
  • Prepare audit plans, checklists, sampling plans and other audit documentation related to internal (first party) audits; ensure audits are conducted in accordance with a published schedule.
  • Monitor and track Civil Aviation Daily Occurrence Report System (CADORS) and the Aviation Safety Reporting System (ASRS) related to Porter Airlines’ operations; applicable reports will be kept in a database on FOA World.
  • Act as gate keeper for data collected through the FDA program.
  • Act as chair of the FDA team and coordinate all activities associated with the team.
  • Manage and utilize FDA as applicable for collecting and analyzing flight data for the purpose of trend identification and operational efficiency.
  • Act as Flight Operations safety officer.
  • Contribute to the company SMS program by providing insight into flight operations as well as investigative support.
  • Adhere to all processes and procedures outlined in Porter’s SMS and Audit Manuals.
  • Maintain the confidentiality of organizational safety reporting systems and information acquired in the course of audit and FDA duties.
  • Act as line pilot in Porter Flight Operations.
  • Actively participate in Porter’s SMS including, reporting hazards and incidents encountered in daily operations; understand, comply and promote the Company’s Safety Policy.
  • All other duties as assigned by the Director, Safety.

Qualifications

  • Previous management experience is a definite asset.
  • Understanding of the flight crew working environment.
  • Knowledge and demonstrated experience of auditing principles, procedures and methods.
  • Knowledge and demonstrated experience of investigation and root cause analysis tools.
  • Experience in statistics and data analytics is preferred.
  • Excellent time management, written and verbal communication skills; keen attention to detail.
  • Impartiality, integrity, tenacity, diplomacy and self-reliance are key attributes.
  • Strong knowledge of FOQA, FDA, CARs, and safety management system requirements.
  • Ability to work well independently and as part of a cohesive unit.
  • Fully computer literate with the ability to generate published documents.
