Duration: Three (3) years Contract.

Project/Position Summary

On behalf of our Client we are seeking two (2) Program Managers to oversee Client’s Program Redesign Project. The Project is seeking project management expertise to achieve corporate strategies that improve human services design and delivery.

Responsibilities / Deliverables:

The Program Manager’s responsibilities/deliverables will include, but may not be limited to:

  • Developing an approach to keep key internal stakeholders informed. Ensure communication identifies risks, clearly defined problems and resolutions agreed upon; ensure it promotes realistic expectations and is proactive, not reactive.
  • Developing and maintaining a high-level map of all major initiatives, how they benefit the organization and impact each other. Ensure major initiatives are reviewed when the strategy changes.
  • Documenting roles and responsibilities, ensuring all key positions/function are identified in the accountability structure.
  • Implementing structures to define problems and solution options for clear, efficient, and effective decision making.
  • Developing a useful project plan that is agreed to and supported by internal stakeholders.
  • Implementing processes and procedures to identify and mitigate risks to the project.
  • Planning for and facilitating leadership, scope or resourcing changes that the project will introduce.
  • Ensuring the right people (right skillsets) are working on the project, and adequate resources have been allocated to the work.
  • Ensuring the coordination and integration of multiple projects with multiple stakeholders, project teams, information technology systems, and thousands of clients.
  • Ensuring decision-makers are provided timely, clear updates on progress and analysis to make decisions.
  • Implementing program and service design changes to meet the project objectives.

Experience/Skills Requirements:

The Program Manager should have the following skills, experiences and qualifications:

Mandatory Requirements:

  • Demonstrated experience in a senior role managing and ensuring the collaboration of multiple stakeholders with varying interests and perspectives, in a public service setting.
  • Demonstrated experience engaging stakeholders throughout the project; to champion best options, ensure interests are met and facilitate compromise in order to ensure the success of the initiative.
  • Demonstrated experience rapidly developing trusting working relationships while immersing themselves in the subject matter in order to become a ‘thinking partner’ in process.
  • A proven track record of managing projects that deliver on objectives including culture change.
  • Previous experience that includes at least one (1) significant multi-million-dollar project (containing multiple concurrent and inter-related projects).

Desirable Qualifications:

  • Demonstrated experience in strategy design and development;
  • Strong communications skills;
  • Demonstrated experience providing relevant information in a timely manner to assist executive teams in making decisions, ideally in the public sector.
  • Significant project management experience including oversight of multi-year transformational projects with multiple interrelated projects of significant scope and scale.
  • Demonstrated experience leading projects that transform business processes and service delivery models by leveraging new IT systems.
  • Proven record of achievement as a Project Manager demonstrating experience in successfully working in a multiple project environment;
  • Proven record of achievement as a Project Manager demonstrating experience in successfully managing: team resources, systems development, estimating effort and costs, and planning and scheduling project activities;
  • Strong interpersonal skills;
