JOB SUMMARY
Reporting to the Director, Family Health, the Manager, School Health is responsible for providing technical expertise and administrative collaboration necessary to ensure the effective and efficient planning, implementation and evaluation of the Mandatory Child Health Program, and relevant parts of CDIP, Prevention of Injury and Substance Misuse, Reproductive Health, Infectious Diseases Prevention and Control, and Vaccine Preventable Disease (4 to 19 years) according to current Ministry of Health, Ontario Public Health Standards, 2008.

EDUCATION

  • Post-secondary degree in Nursing (B.Sc.N.).
  • Masters degree in any of the Health Sciences, Education or Administration.

KNOWLEDGE

  • 3 years experience in public health nursing and community health promotion with additional experience in the management/supervisory role.
  • 5 years experience in public health nursing and community health promotion with additional experience in the management/supervisory role preferred.
  • Current certificate of Competence for a Registered Nurse with the College of Nurses of Ontario.

RESPONSIBILITIES
Provides expertise and support to ensure the effective and efficient planning, implementation and evaluation of the Mandatory Child Health Program and relevant parts of CDIP, Prevention of Injury and Substance Misuse, Reproductive Health, Infectious Diseases Prevention and Control, and Vaccine Preventable Disease (4 to 19 years) according to current Ministry of Health, Ontario Public Health Standards, 2008

  • Determines program direction, goals and objectives and program standards, establishing priorities for implementation utilizing evidence-based practice and available data, and monitoring and evaluating program outcomes.
  • Oversees the development, implementation and evaluation of appropriate curricula utilized in-group presentations for students, parents and teaching staff in the school or community setting.
  • Oversees the selection of educational resources for School Health Programming.
  • Initiates research related to Child/Youth Health issues.
  • Oversees the development, implementation and evaluation of health promotion strategies as per the Ottawa Charter (policy, media, and environment support) related to children 4-19 and their parents.
  • Reviews and revises delivery strategies for new and current programming, in collaboration with the Division Director, appropriate managers, staff and community partners..
  • Participates in Family Health Division Management meetings and sub-committees.
  • Provides support to other Mandatory Programs where the target population is school age children/youth and their parents and teachers.

Liaises with community partners, the Boards of Education and School personnel, as well as other public and private sector partners and volunteers, as appropriate.

  • Organizes conferences and presentations for professionals and consumers in the community, including teachers/principals, parents and students.
  • Promotes School Health and other Public Health Programs within the community.
  • Consults with department staff, lay people including parents or students and other professionals re child/youth health issues in the community.

Ensures effective processes, policies and practices are in place and support regulatory standards, requirements and directives, monitoring compliance and addressing issues.

  • Develops and updates the policy and procedure manual for School Health Programs.
  • Ensures staff awareness of and adherence to the policies of the Department and the Corporation.
  • Identifies opportunities for program enhancements, developing and implementing School Health Program projects and initiatives.
  • Researches, initiates and prepares funding and partnership proposals and manages the implementation and evaluation of the resulting programming, in collaboration with the Division Director, appropriate managers, staff, and community partners.

Manages people resource planning for the operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results.

  • Enables results with the organization’s human capital strategy to foster employee engagement.
  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities
  • Ensures alignment and coordination of activity and quality of output between teams under their direction
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.
  • Ensures staff certifications are maintained and work is performed in accordance with practice standards.

Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies.

  • Ensure goods and services are acquired in accordance with the procurement policy.
  • Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures
