Qualifications:

Conditions of Employment:

  • Must be legally entitled to work in Canada.
  • Must be able to qualify and hold the appointment of Commissioner for Oaths.
  • Must be physically able to inspect remote portions of properties which may be on difficult terrain.
  • Must possess and maintain a Class 5 Drivers License and be able to travel throughout Manitoba.

Essential:

  • Must possess the AACI, P. App. Designation from the Appraisal Institute of Canada.
  • Experience in the appraisal of real estate, encompassing a broad range of property types.
  • Experience with the cost, income and direct comparison methods.
  • Strong interpersonal skills with the ability to deal effectively with the public.
  • Strong organizational and time management skills.
  • Excellent verbal communication skills including experience speaking in public.

Desired:

  • Designation awarded by the International Right of Way Association (SR/WA).

Duties:
Under the direction of the Manager of Appraisal and Acquisition, the Property Appraiser completes appraisals of complex properties and the negotiation of complex acquisitions. The Property Appraiser will be responsible for the following:
•Undertaking very complex, difficult and sensitive appraisal/acquisition assignments as required including commercial properties.
• Reviewing appraisal/compensation reports ensuring that they meet the needs of the client departments, the LVAC, the Court of Queen’s Bench, AIC, and/or the public from whom real estate is being acquired.
• Negotiating and attempting to secure the acquisition of property as required by client departments.
• Meeting with property owners and/or legal representatives to discuss the various issues involved so as to conclude an agreement.
• Resolving any disputes relating to compensation, and is responsible for preparing and executing the required documents for fulfilling an agreement thereto.
• Providing mentorship when required, by reviewing appraisal/compensation reports submitted by junior appraisers to ensure that they meet the requirements of the Canadian Uniform Standards of Professional Appraisal Practice.
