JOB POSTING: Electoral Officer

Part-Time Casual: 1-5 hours / week

Term: Mid-January to Mid-March

The Kwantlen Public Interest Research Group is a non-profit organization that operates to serve students and the community by providing resources to literature and research on various social justice initiatives. We aim to provide a grassroots initiative that supports all around social justice for the communities around Kwantlen Polytechnic University that resides on Katzie, Tsleil Waututh, Musqueam, Semiahmoo, Tsawassen and Kwantlen territories.

The Kwantlen Public Interest Research Group (KPIRG) will be putting out a call for nominations for folks interested in sitting on the KPIRG Board of Directors in late January. To run this process, we are looking for an Independent Electoral Officer who is responsible for overseeing the nomination and electoral process (for the Board of Directors) from mid January to March. The position involves 1- 5 hours a week of work in January, February, and March, with more work during the election period (if required) in March. An honorarium of $200 will be given for the nominations period, and in the case of elections, another $300 will be given.

The Electoral Officer shall oversee all electoral logistics including but not limited to:

  • Running elections and referenda per bylaws and policies;
  • Conducting elections and referenda in a fair and impartial manner;
  • Interpreting the Electoral Policies;
  • Verifying completed nomination forms;
  • Reviewing and approving campaign material prior to its use of distribution;
  • Authorizing all election notices, publicity, and campaign materials regulated by the Electoral Policies;
  • Ruling on election irregularities, and imposing penalties as appropriate;
  • Ruling on the validity of an election based on the severity of the irregularities;
  • Ensuring that candidates are made aware of the Electoral Policies;
  • Establishing any regulations with respect to candidate conduct as required;
  • Arbitrating in any dispute that may arise during the course of an election or referendum;
  • Setting up procedures to monitor campaigns so as to ensure compliance with the rules;
  • Organizing and establishing guidelines for public forums and debates;
  • Keeping track of the amount of votes in the room; and ensuring there are other non-partisan people present to do so as well;
  • Developing rules for the non-partisan people present
  • Preparing the Official Results, including preparing a written report concerning the processes of the electoral processes and results of the Annual General Meeting as well as any complaints and irregularities encountered during the election, to provide to the board of directors; and
  • Exercising any other powers set out in the Bylaw and Policies.

The Electoral Officer shall also direct the Board Organizer with respect to:

  • Causing the opening of nominations to be publicized to encourage high candidate turnout;
  • Causing all necessary elections forms to be prepared;
  • Promoting elections and referenda to encourage voter turnout;
  • Administering nomination and campaign events;
  • Organizing public forums and debates;
  • Organizing polls during elections, including appointing adequate non-partisan assistance, and advertising the location of the Annual General Meeting
  • Appointing non-partisan assistance to assist in counting votes at the meeting, removing campaign material and anything else deemed necessary to ensure a fair and legal election accordance with the law and our bylaws and policies
  • Ensuring that any elections staff have been adequately trained; and
  • Ensuring that students proof of membership is provided upon entering of the room

The successful candidate will:

  • Have excellent written and interpersonal communication skills;
  • Have the ability to take initiative and work independently and as the supervisor of the team;
  • Have the ability to deal effectively with students, staff, and the general public;
  • Share a passion for the purposes of the Kwantlen Public Interest Research Group
  • Be independent of the Kwantlen Public Interest Research Group and The Kwantlen Student Association, meaning that they shall not have been a voting or non-voting member of the board of directors during the previous 12 months; and
  • Be an expert in organizing and administering elections, demonstrated by at least demonstrable experience in overseeing elections, preferably for non-profit boards of directors.

Candidates interested in contributing to the Kwantlen Public Interest Research Groups consensus democracy as our Electoral Officer should submit a letter of interest or cover letter and resume, to be received by the Administrative Coordinator no later than January 15th 2017 at Midnight.
