Role:

The SCM Lead, HE Project reports directly to Manager, Supply Chain. The HE Project Director is the key stakeholder with which the SCM Lead, HE Project would be working closely with on a regular basis to support the SCM requirements for the HE project. This role is accountable for the planning, execution, managing, controlling, and closing out of all supply chain management services for the Hangingstone Expansion Project (“HEP”) in consultation with the Manager, Supply Chain. Supply chain management functional areas of accountability for the HEP include:

  • Development and execution of HEP-specific SCM processes, practices, procedures, supporting work flows and documentation as required while ensuring consistency and compliance with the overall JACOS SCM policy and procedures

  • Transportation and Logistics
  • Material Control & Management
  • Contracting Services
  • Field Supply Chain Management

This role has direct responsibility for the HEP Contracts Administration team (currently 5 positions filled with 7 personnel due to cross-shifts). This role also aligns with and supports the initiatives and activities of the JACOS Operations SCM organization. This role is a term role for the life of the project construction phase.

Qualifications:

  • Education: Relevant recognized diploma, degree, or professional certification. Completion of applicable supply chain, procurement, business administration, and/or related subjects training.
  • Experience: a minimum of ten (10) years of major capital projects experience with progressively more responsibility with respect to project supply chain management functions.
  • Working knowledge of Engineering, Construction, and Quality procedures.
  • Strong background in project closeouts and claims management.
  • Experienced in the management and supervision of both field based and head office based personnel, including defining tasks, making work assignments, and evaluating performance.
  • Demonstrated ability to ensure a structured Supply Chain process is followed throughout the organization.
  • Excellent computer skills (specifically Microsoft office software).
  • Demonstrated ability to set goals and organize resources.
  • Strong interpersonal and communication skills.
  • Strong organizational skills and attention to detail.
  • Ability to work with people of diverse disciplines, backgrounds and cultures.

Primary Responsibilities:

  • Provide proactive leadership to HEP SCM team members as well as be an active member of the HEP Project Management team (“PMT”). Ensures that the HEP Project Director is fully supported by the HEP SCM team. This includes bringing forward issues with recommended solutions and improvement opportunities to HEP PMT and/or Manager, Supply Chain as appropriate.
  • Working within a cross functional team environment of Supply Chain Management, Engineering, Construction and Project Management, develops and implements effective and efficient project SCM strategies to maximize value for HEP and JACOS.
  • Leads the preparation and coordination of Supply Chain plans, schedules, deadlines and execution strategies for the HEP.
  • Participates with the HEP Project Team in defining and developing the work scopes to meet HEP requirements.
  • Is responsible for the end-to-end HEP-specific SCM procedures in consultation with Manager, Supply Chain. Monitors the implementation and effectiveness of the HEP-specific SCM procedures, revises procedures as necessary to reflect the changing requirements of the HEP, supplier performance and market conditions.
  • Works collaboratively with Project Management for the ongoing deployment and improvement of systems, tools and procedures.
  • Responsible for keeping the HEP SCM efforts on schedule to meet the overall objectives of the project.
  • Accountable for delivery of professional SCM services to the HEP and JACOS.
  • Responsible for following overall JACOS Supply Chain Management processes and policies in the HEP-SCM activities of the project. If required SCM procedures are not in place then responsible to work with Manager, Supply Chain to develop and implement appropriate procedures.
  • Accountable for cohesive, integrated linkage between HEP SCM and SCM Operations. Ensures timely, seamless information flows and movement of tasks/initiatives across SCM.
  • Develops required procurement and contracting plan detailing execution methodologies based on procurement and contracting scope and strategies, operational specific requirements and standard procurement and contracting deliverable and procedures.
  • Prepares and/or directs preparation of general and special conditions for use on all HEP purchase and contracting documents, ensuring all requirements are incorporated.
  • Negotiates and manages complex supplier relationships and contracts. Manages supplier risk by ensuring that the organization’s strategies and practices take into account supplier health and agreements provide the required flexibility.
  • Manages all HEP SCM personnel in the planning and execution of the HEP.
  • Mentors, trains and assists all HEP SCM personnel to streamline processes and enhance individual skills.
  • Participates with Manager, SCM in the specification, recruitment, training and development of SCM personnel for the HEP SCM team
  • Ensures specific deliverables, as required by project requirements, are high quality and completed in a timely manner.
  • Manages execution, control and project close out within the planned schedule and budget at the planned level of quality. Responsible for and participates in completion of project deliverables.
  • Coaching, mentoring and completing performance appraisals of staff including staffing levels, competencies, training, development and assignment to teams, etc.
  • Accountable for ensuring effective interfaces with Corporate Management, Field Operations, Project Management, Project Controls, Engineering and Construction teams.
  • Monitors and evaluates suppliers in terms of their SCM activities and reports the results.
  • Reviews commitment approvals and execution signature authorities and ensures commitments are made in accordance with JACOS and HEP policies and procedures.
  • Issues or arranges for issue, project SCM status reports to project.

Working Conditions:

  • This role is located downtown Calgary at our Corporate Headquarters. Some field travel will be required with this role.
