Halifax Public Libraries invites INTERNAL and EXTERNAL applications for the full-time position of Web Developer & Strategist with the Marketing & Communications Department located at Alderney Gate Public Library, 60 Alderney Drive in Dartmouth.

POSITION SUMMARY
Under the direction of the Manager, Marketing & Communications, this position is responsible for building, maintaining, and enhancing Halifax Public Libraries’ web properties and online marketing initiatives. The Web Developer & Strategist will ensure that the development, implementation, and outcomes of web communications are in alignment with the Library’s strategic objectives and marketing and communications goals.
RESPONSIBILITIES
The following duties and responsibilities are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Champions a team-wide understanding of evolving industry best practices and ensures that this knowledge is shared across the organization
- Develops technical and implementation strategies for web projects; continually revises and re-invents strategies to take advantage of developing technology and changing Library objectives
- Contributes to evaluations of the effectiveness of various web communications efforts to ensure maximum impact (ROI and cost effectiveness)
- Collaborates with Marketing & Communications team on all web-based projects and provides strategic guidance for online contests, brand campaigns, and microsite development/deployment
- Leads development of information architecture, function mapping, and technical specs
- Leads and executes front- and back-end development for all web projects
- Maintains technical functionality, appearance, and continuity of web properties
- Builds applications and websites leveraging current web standards such as CSS3, HTML5, cross-browser compliance, and responsive/adaptive design implementation
- Develops and implements QA protocol for all web projects
- Develops, implements, and maintains search engine optimization tactics
- Creates and maintains robust documentation of all technical activities and projects
- Works closely with IT to support server configuration and maintenance, as required
- Manages and optimizes third-party online platforms such as Google’s tool-suite
- Provides application training to departments and staff throughout the organization
- Supports CMS updates as required
- Participates as key member of Halifax Public Libraries’ Web Steering Committee
REQUIRED QUALIFICATIONS
Education & Experience: Bachelor’s degree in Computer Science (or related field) plus three years related experience in web development or an acceptable equivalent.
Specific Knowledge & Technical Experience:
- Proven expertise in PHP, MySQL, and JavaScript required
- Experience with jQuery and third-party API integration required
- Experience managing technical requirements of network analytics integration and optimization required
- Demonstrated ability to create rich user experiences through seamless web properties that are human-centered, responsive/adaptive, and consistent across major browsers and platforms required
- Experience managing DNS records required
- Aptitude for problem-solving and creation of custom solutions required
- Photoshop experience or training required
- Ability to cultivate and maintain close relationships with departments and staff within the organization required
- Exceptional oral and written communication skills and interpersonal relations, and the competency to provide training to staff across the organization required
- Demonstrated ability and experience managing multiple projects with competing timelines required
- Experience with animation (HTML5/CSS/JavaScript) an asset
- Experience with MODX and WordPress content management an asset
- Experience building and leading effective teams toward goal attainment an asset

This is a unionized position. Preference will be given to internal NSUPE Local 14 employees.
While subject to change in accordance with the collective agreement, the normal scheduled hours of work are:
Hours: 70 hours biweekly
Schedule: Monday to Friday, 9am to 5pm
Annual Salary: $47,611- $54,636 (Classification 8)
