Reporting to the Manager Operations Manager, Aviation Response and Liaison – AVS, this position is responsible for providing emergency response in accordance with the Airport Emergency Response Plan (ERP), Incident Management System (IMS) and ERP Support Roles ; responding to accidents, incidents, aviation safety and regulatory compliance complaints and violations relating to the airside, aviation support related portions of the terminals and groundside, actual or attempted breaches of security ; conducting initial information gathering as it pertains to initial investigations, interviews, provision of written statements, preparing reports, providing safety and security support through planned activity inspections for the identification of suspicious persons and/or packages; monitoring and enforcing airport operations on a 24/7 – 365 basis to ensure compliance with GTAA rules and regulations.

Job Description

  • Respond to ERP incidents, assume Incident Command (IC) as per IMS, provide initial first-aid, situational assessment, establish control of scene, initiate emergency environmental protection, information gathering, emergency escort(s) and perform IMS or ERP supporting roles as assigned by the IC and providing support to the CTS-PSOs
  • Monitor, educate and conduct enforcement of the Airport Vehicle Operators Program and the Airport Traffic Directives, including investigation of airfield incursions
  • Inspect physical security equipment/systems to ensure conformance on ad hoc basis , as required
  • Coordinating with internal and external stakeholders regarding matters related to Airport Operations including but not limited to, Peel Regional Police, CATSA, CBSA, Transportation Safety Board and Transport Canada to ensure stakeholder compliance with Transport Canada Regulations, FOD Program, and Canadian Aviation Security Regulations (CASRs)
  • Ensure compliance of, respond to and mitigate breeches of security and non-compliance of the Airport Security Program
  • Monitor airside construction programs ensuring compliance with the Airside Activity Program, Airport Construction Code, Airside Flagging Procedures and Access Control Regulations
  • Maintain security and safety of the Primary Security Line
  • Complete all Incident Reports as related to any of the above accountabilities
  • Monitor compliance of protocols associated with labor issues/disputes and tenant security program to minimize operational impacts to TPIA operations

Job Requirements
Qualifications:

  • Post-secondary diploma or degree in aviation; police; business or safety related studies will be considered an asset
  • Candidate must have 3 years’ experience working in (airside) airport operations; or 3 years’ experience working in (airside) airline operations in a supervisory or lead hand capacity
  • Candidate must have 1 years’ experience in Safety Management Systems or as part of a Safety committee
  • Within thirty (30) days of appointment, the incumbent must have or be able to obtain a “D” AVOP license and an Aeronautical Radiotelephone Certificate
  • Within three (3) months of appointment, the incumbent must be able to obtain: a designation as a Municipal Law Enforcement Officer (MLEO) within the City of Mississauga and an Enforcement Officer pursuant to the Traffic on Landside of Airport Regulations
  • Must possess a valid “G” Ontario Driver’s license
  • Must be able to obtain and retain a Transportation Security Clearance
  • A post-secondary diploma or degree in aviation; police; business or safety related studies will be considered an asset
  • Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities:

  • Within three (3) months of appointment; the successful candidate must have a good understanding and knowledge of: Perspectives, GTAA Airport Emergency Response Plan (ERP), Airport Safety Management Program (SMS), Security Incident Management Program (SIMP) AVOP program, GTAA Airside Activity Program, GTAA Apron and Maintenance Procedures, GTAA Aircraft Recovery Manual, Licensing rules, regulations, Traffic of Landside of Airport Regulations and laws, security systems and equipment used in support of access control and monitoring functions, Toronto Pearson operations including Aviation Operations, roles and responsibilities for Air Carriers, police/security, CATSA, tenants, contractors and passengers as they relate to airport safety and security, and knowledge of application of construction related regulations and associations
  • He/she must have the ability to: prioritize during multi-incident situations; prepare detailed written reports on various types of correspondence, including presentations; prioritize and remain calm and in control during emergency situations; interpret legislation, conduct inspections, audits and investigations and assess findings to report deficiencies; perform in situations that are occasionally ambiguous and to make decisions expeditiously; resolve problems and to provide advice and direction through conflict resolution skills, and the ability to compile, assess and analyze information and determine the required action
  • The incumbent must have the knowledge and ability to interpret and apply Safety and Security Regulations and Measures (CARs, ATRs, TP312, CASRs, ASMs, Trespass to Property Act); and the knowledge and ability to interpret and apply GTAA safety and security standards and procedures
