The Saskatchewan Public Service Commission (PSC) is the central human resource agency for the Government of Saskatchewan. The PSC provides excellence in human resource management to enable a high performing and innovative professional public service. The Employee Service Centre (ESC) provides payroll, human resource and benefits administration services to unionized, non-unionized and contract employees for all government ministries and a number of smaller organizations. The ESC of the PSC has recently undergone a renewal project and is looking to fill various Specialist positions with focus in the areas of benefits, payroll, or salary and human resource management.
Benefit Specialists – Benefit Specialists will provide detailed, specialized, expert level knowledge/advice and processing for the administration of group life, health and dental plans, flex benefit and disability benefit programs. In addition they will provide consultative services responding to client inquiries regarding their benefit eligibility upon retirement, during a leave of absence and other benefits.
Payroll/Costing Specialists – Payroll/Costing Specialists provide detailed, specialized, expert level knowledge/advice and processing of payroll related payments, deductions and transactions (for example TAHD, grievances, overtime payments; statutory and voluntary deductions; retropay results). In addition Payroll/Costing Specialists will also support the application of Letters of Understanding and hours of work rules related to payroll and payroll costing to the general ledger.
Salary and HR Management Specialists – Salary and HR Management Specialists provide detailed, specialized, expert level knowledge/advice and processing in salary calculations; paid time off accrual plans (including VL/SL/TIL); Timekeeper Training; all severance and pay in lieu of notice payments; and the administration of Workers Compensation claims. In addition Salary and HR Management Specialists will calculate and verify SGEU Seniority, Vacation and Long Service eligibility for employees.
Specialists support, training (using adult training methods to coach and mentor others or through the preparation and facilitation of group training sessions) and leadership through process development and the creation of tools for managers, employees and internal staff (including Job Aids, Calculators and Checklists) related to the area of specialization. They will also collaborate with other ESC/PSC areas and stakeholders to identify opportunities to improve existing processes and procedures to gain efficiencies, minimize errors or streamline processes to reduce complexity and identify and address gaps in service delivery.
Successful candidates will be thorough, attentive to detail and confident in order to maintain the integrity of system data and accurately process HR, benefit and/or payroll related transactions for over 14,000 employees. Your strong analytical and problem solving skills will be challenged as you research, test and determine appropriate solutions to contribute to the resolution of issues and ensure that updates are made in the MIDAS HR Payroll application within set deadlines. Your strong client service skills, written and verbal communication skills and knowledge of relevant acts, regulations, agreements, policies, contracts and procedures will enable you to provide direction to on HR, benefit and payroll related items and issues and is an essential requirement of this position.
Proficient knowledge and ability to process payroll and benefits related transactions in a large computerized environment that includes one-time payment requirements and retroactive activity and multiple assignments is a mandatory requirement of these positions. Also successful candidates will be able to use various computer software including Microsoft Office programs and be proficient in the use of Microsoft Excel with the ability to develop, format and manipulate data in Excel spreadsheets using advanced features such as complex formulas for calculator development and pivot tables for reporting purposes.
