016 Highways and Infrastructure
The Ministry of Highways and Infrastructure is seeking an
innovative, organized and client-focused individual to join the new Procurement and Contract Administration Branch in Regina.
Director, you will lead a new branch of fourteen procurement specialists in developing and implementing procurement processes for the Ministry. This includes development of processes
to determine how best value is incorporated into the procurement for construction projects and goods, and the development of a vendor performance management system for goods and construction vendors.
You will support the work being completed by Priority Saskatchewan. You will work closely with Central Services, the Saskatchewan Heavy Construction Association (SHCA) and the Association of Consulting Engineering Companies (ACEC) to develop and implement process changes.
The Procurement and Contract Management Branch manages the vendor selection processes, including the Expression of Interest process, RFPs, and public tendering within the Ministry. The Branch is also responsible for reviewing progressive and final payment documents for construction projects.
You will work closely with legal counsel on all procurement issues with vendors.

You will be able to thrive in a fast-paced environment, with demonstrated ability to understand and respond to multiple demands, and be results oriented and accountable to exercise superior judgment in a continuously changing and demanding environment. You will have a solid understanding of project management principles and methodologies with extensive procurement experience. You must also be able to demonstrate your experience in business planning, process improvement and change management. In-depth knowledge of provincial government structures, decision-making processes and priorities is also an asset for this position.
Typically, the leadership and management competencies required for this position would be gained through several years of management experience in a procurement area, combined with a bachelor degree.
