Reporting to the Lead, Assessment & Modelling, this position works to support the development & implementation of Land-Use Framework regional plans, including environmental management frameworks. Specifically, this position works to ensure that the assessment of cumulative effects to water is sound, credible & effective through selection & application of surface water and groundwater models, identification of indicators and performance measures for water management frameworks, and contributing expertise on state-of-the-art watershed assessment & management methodologies. Understanding of and contributing to a breadth of water management issues (i.e. lake management, wetlands protection, water allocation, wastewater & tailings management), this position takes a leadership role in water-related components of Regional Strategic Assessments, developing approaches and tools to support regional planning.

The successful incumbent will have exceptional interpersonal skills to collaborate with a network of government and public partners to support the assessment and management of regional water issues. Excellent technical, communication, time management, and coordination skills are critical to this role.

SYSTEMS THINKING to apply a holistic perspective to assess regional water management issues and establish appropriate objectives and strategies that are integrated and aligned with management of other environmental media and reflect socio-economic considerations.

DEVELOP NETWORKS to leverage and work with stakeholder groups such as Department Senior Management staff, staff from other Ministries & boards, multi-stakeholder partners (watershed groups), municipal and federal governments, non-government organizations, Aboriginal communities, and members of the public. The successful incumbent must be able to communicate and maintain relationships with these stakeholders through various communication techniques, and broad engagement initiatives.

DRIVE FOR RESULTS is required to contribute to Land-Use Framework implementation through development of regional plan approaches, tools, and products. This will require the incumbent to compile data from various sources, develop and run models, assess issues and trends, and evaluate management actions.

CREATIVE PROBLEM SOLVING A high degree of creativity, innovation and judgement is required to develop solutions that are technically sound, scientifically credible & consider a wide range of factors & considerations.


A degree in Engineering or a related field plus a minimum of 5 years of related experience in water modelling is required. Previous experience with regional planning and/or cumulative effects assessment and management will be considered an asset. Additional education may be considered in lieu of experience. Candidates must be eligible for membership with APEGA. Candidates with lesser qualifications may be considered at a lower classification and salary.


$3,007.16 to $4,163.64 bi-weekly ($78,486.87 to $108,671.00 per annum)


This is a temporary position that will end on February 26, 2016. This position may be used to fill current and future vacancies, and candidates with lesser qualifications may be considered at lower classification and salary.
