The Office of the Utilities Consumer Advocate (UCA) represents the interests of electricity and natural gas (residential, farm and small business) consumers in Alberta. The UCA works to ensure Alberta utility consumers have the information, representation and protection they need in Alberta’s restructured electricity and natural gas markets.

Reporting to the Manager, Market Policy & Analysis, Market Policy Analyst will be responsible for economic, technical and policy research and analysis on assigned matters related to rate regulation, facilities regulation or market regulation. You will also assist in preparing the UCA’s evidence on regulatory policy matters, supporting technical witnesses in regulatory proceedings and representing the UCA on external stakeholder consultations related to complex regulatory policy matters. This positon will also be responsible for assisting the senior analysts in undertaking complex economic, technical or policy research and analysis on market policy research.

The successful candidate must have experience in energy utility market policy, market analysis and regulatory interventions. You must possess a strong knowledge and understanding of the legislations, regulations, programs, policies, practices and precedents governing utility operations in Alberta. Your demonstrated strong analytical skills and ability to build strong working relationships with stakeholders and clients are critical in advancing the UCA’s mandate.

Qualifications

A university degree in Law, Economics, Business, Accounting, Engineering or equivalent, combined with two years of utility regulatory intervention or regulatory and utility operations is required. Experience as a witness in regulatory proceedings is considered an asset. Equivalencies will be considered.

Salary

$ 2,588.03 – $ 3,394.66 bi-weekly ($65,548 – $88,601 annually)

As we are currently recruiting for three positons on this team, this competition may be used to fill other vacancies (please refer to two other UCA job postings).

This is a Temporary position for one year, with the possibility of an extension.

Secondments will be considered.

This position is located in Calgary, AB.
