The Manager of Financial Planning provides leadership to a team of Financial Analysts to ensure accurate financial budgeting and forecasting and deliver client services for the Ministry of Energy. Utilizing strong technical competency and a wealth of experience in accounting and budgeting , this position will be responsible for preparing financial data and developing reporting structures; reviewing, analyzing and preparing client financial reporting; assisting in the preparation of briefing documents for Treasury Board and the Committee of Supply; providing internal business areas with guidance on budget preparation and forecast submissions; and providing financial advice and consultative services to Executives, Management, Technical and Operational staff to support the delivery of Department of Energy objectives.
Drawing upon your years of financial experience and strong interpersonal skills, this position will offer many opportunities to collaborate on Department of Energy strategic projects and contribute to cross-ministry initiatives and working groups, with the aim of ensuring financial accountability. This will also include collaborating with internal Ministry financial entities which includes the Alberta Energy Regulator (AER), the Alberta Utilities Commission (AUC), the Alberta Petroleum Marketing Commission (APMC) and the Post Closure Stewardship Fund. At the Branch level, the Manager will be responsible for the development of business area operational plans, managing performance of unit staff, and providing ongoing feedback and support to ensure operational effectiveness.

Candidates must be able to connect and build trust, diplomatically managing relationships to bring differing perspectives together.

The successful candidate will have the ability to anticipate, assess and readily adapt to changing situations and issues, while making well-thought out decisions under pressure.
SYSTEMS THINKING – This position is required to interpret accounting policies and identify solutions to program areas that best represent management’s goals and objectives. Understanding of the political environment, as well as the strategic policy direction that the Ministry operates within is critical.
DEVELOP SELF AND OTHERS – This position is a true leadership role. Candidates will be required to engage in human resource planning, career development discussions, and mentorship of professional staff.

A recognized accounting designation (CA, CGA, CMA, CPA) supplemented with a minimum of three (3) years of progressively responsible related experience is required. Related experience may include financial budgeting, reporting, forecasting, GAAP, and financial systems experience. Experience working in the Public Sector, and experience with royalty regimes would be considered assets. Strong technical skills in Microsoft Excel are essential, as well as proficiency with large accounting systems software such as PeopleSoft (e.g. Tree Manager, Query, Crystal, nVision). Supervisory experience and human resource planning and performance experience is an asset.
$3,062.51 to $4,121.25 bi-weekly (~$79,932 to $107,565 annually)
