Reporting to the Project Director, this position is responsible to provide leadership in effective assessment, development, and project management services to support implementation, of major energy infrastructure projects through the entire project life.

Provide leadership in the effective assessment and development services for major asset projects to meet strategic objectives.

Oversee the design and development of project proposals and related plans including the execution of technical research and evaluation; develop plans to move projects from the assessment and development phase through to implementation.

Lead the production of technical assessments and business cases for major asset projects; determine economics, feasibility of projects and coordinate asset integrity analysis and financial analysis.

Liaise with Regulatory, Finance, Legal and other internal departments, to ensure regulatory and other requirements are met. Oversee project regulatory processes, including the BCUC CPCN process, required to achieve approval for the large-scale projects.

Provide project management services to support implementation of designated major projects by leading project plans to ensure the project meets established scope, schedule, cost and quality parameters, and is completed on time and on budget. Manage resources, risks, reporting requirements, contracts, and procurement. Lead legal, environmental, government, regulatory, and stakeholder communications and negotiations.

Establish and maintain effective working relationships with customers, industry stakeholders, government and other utilities. Ensures technical aspects of the project represent best practices. Provide leadership in engaging and influencing external organizations and industry associations.

Education and Experience:
Bachelor’s Degree in a relevant field such as Business Administration, Commerce or Engineering from an accredited University plus 8 to 12 years project development/management experience including business development experience, preferably within a regulated environment or an equivalent combination of education, training and experience*. Project Management Professional designation is an asset.
