General Description:

The Fort McKay First Nation (FMFN) is seeking a motivated and multitask-oriented individual who is flexible and works well in a team environment to fill the full-time permanent position of Purchaser/Buyer , reporting directly to the Manager, Accounting Operations. The Purchaser/Buyer will be a key contributor responsible for a broad array of procurement initiatives to support FMFN’s overall procurement strategy. This position will also be responsible for managing lease /rental contracts for the printers and purchasing of computer hardware portfolio in Corporate Procurement.This is a temporary full-time position based on seventy-five (75) hours bi-weekly

Duties:

  • Plan, organize, direct, control and evaluate the purchasing activities for FMFN
  • Develop purchasing policies and procedures
  • Timely procurement as required, while finding best value for organizational needs
  • Take initiative to source and recommend best value solutions pertaining to procurement and the procurement strategy
  • Timely reporting as requested by CFO and team members
  • Evaluate all internal and third party agreements. Be accountable to all procurement process completions, up to assisting department managers and Accounting department. These include, but are not limited to: Requisitions, Cancellations, Change Orders, and Close Contracts
  • Manage vendors and maintain high level of communication to promote better value for the company’s procurement practices
  • Compile, review, and disseminate RFI’s(Request for Information), RFP’s(Request for Proposal), and RFQ’s(Request for Quotation) and make recommendations targeting best total value for the company Maintain adherence to company’s procurement and safety policies. Contribute towards revisions and improvements of processes
  • Maintain accurate records in the company’s database systems and ensure integrity with appropriate processes from the entire procurement team
  • Analyze and compile various documents/reports and recommend best strategic solutions to management. Assist in implementations and success measures
  • Undertake purchases for assigned projects relating to the project controls function and provide complete solutions
  • Identify vendors of materials, equipment or supplies and evaluate cost and quality of goods or services
  • Negotiate or oversee the negotiation of purchase contracts
  • Participate in the development of specifications for equipment, products or substitute materials
  • Purchase capital and consumable goods and negotiate best price for FMFN
  • Assess requirements of an establishment and develop specifications for equipment, materials and supplies to be purchased
  • Invite tenders, consult with suppliers and review quotations
  • Determine or negotiate contract terms and conditions, award supplier contracts or recommend contract awards
  • Other duties as assigned

Qualifications Requirement:

  • A bachelor’s degree or college diploma in business administration, commerce or economics is required
  • A certificate in purchasing from the Purchasing Management Association of Canada (PMAC) is required
  • 3years experience as a Purchaser or Buyer is required
  • Ability to speak either Dene or Cree language an asset
  • A valid class 5 drivers’ license as travel will be necessary
  • Experience in First Nations community is a definite asset
  • A designation as a Supply Chain Management Professional (SCMP) or registration in the educational program of the Supply Chain Management Association is required.
  • Knowledge of purchasing principles, techniques, practices and ethics
  • Proven organizational skills and ability to work under pressure in order to meet deadlines, and handle multiple tasks within a fast-paced work environment
  • Ability to work effectively within a team environment and be service oriented
  • Ability to build positive working relationships with professionals within industry and internal clients
  • Proficiency using Microsoft Office (Outlook, Word, Excel)
