The First Nations of Northern Manitoba Child and Family Services Authority (Northern Authority) is responsible for administering and providing for the delivery of child and family services (CFS) to twenty-seven northern First Nation communities through seven mandated First Nations CFS agencies.

Responsibilities:

The Resource Specialist works within the Authority to provide consultation and support to child welfare agencies to develop resource and alternative care settings for children in care.

The Resource Specialist will act as a liaison between the child welfare system and agencies in areas of resource development and alternative care. The overall goal is to increase the number of resources for children in care and to assist agencies where complex placement issues arise.

• Research and develop a Northern Authority work plan with the 7 First Nations Northern CFS agencies in the areas placement resource development and complex needs resource development.
• Assumes lead role in proposal development oriented at acquiring new resources that will support placement resource initiatives.
• Provide assistance to agencies with placement referrals and knowledge of placement resources to best assist in securing appropriate resources.
• Assists agency Foster Care and Resource Development staff to develop and plan for Specialized placement resources.
• Reviews and conducts analysis of various reports related to resource development for First Nation CFS such as annual reports, shelter reviews, Standing Committee quarterly reports and social programs and family support programs.
• Ensures effective, regular reporting is provided to all stakeholders through oral and written correspondence.
• Provides consultation and advice (when required) to agency staff in the development of culturally appropriate Resources/programs to children in care for northern First Nation communities.

Qualifications:

• A Bachelor of Social Work degree with experience in resource development and complex placement/resource needs. A related post-secondary degree with an equivalent combination of education and experience may be considered.
• Experience in research and program development with demonstrated skills working within a multi-disciplinary team.
• Experience with conducting policy analysis, statistical analysis, research and development processes.
• A working knowledge of the Child and Family Services Act, the Authorities Act and all pertinent standards.
• Excellent oral and written communication skills.

Conditions of Employment:

• Provide a satisfactory criminal records check, child abuse registry check and prior contact check prior to commencing employment.
• Valid Manitoba Driver’s Licence and access to a vehicle.
• Travel to northern Manitoba communities may be required.

Asset:

• Working knowledge of northern First Nation communities.
• Ability to speak Cree, Dene and/or Oji-Cree.
