The Financial Services Commission of Ontario (FSCO), Corporate Services Branch, Finance Management, is seeking an individual with senior level financial analysis and accounting expertise/experience to lead financial planning, forecasting, reporting, expenditure and revenue management, and costing and recovery processes for FSCO.

What can I expect to do in this role? In this position, you will:

  • provide consultation and financial advice, guidance and customer service to clients, including senior management;
  • participate in the reconciliation of division/branch operational plans to identify fiscal year allocations and expenditures;
  • lead the FSCO’s monthly and quarterly expenditure and revenue forecasts and related reports, and participate in the preparation of the agency’s annual Program Review, Renewal and Transformation (PRRT) submission;
  • coordinate and develop financial analysis for senior and program management and prepare and provide budget estimates, allocations, calendarizations, forecasts, etc.;
  • lead financial period closings, including fiscal year-end, and provide technical direction to unit staff on proper application of applicable accounting principles, standards, policies and guidelines related to asset, expenditure and revenue management;
  • coordinate and perform the FSCO’s fee costing exercise and recommend appropriate fee structure changes.

How do I qualify? Accounting, Financial Planning, Financial Management and Reporting skills:

  • proven knowledge and extensive senior level professional experience in modern controllership; cost accounting and cost allocation methodologies; accounting theories, principles/standards and practices focussing on applicable accounting principles and standards;
  • proven knowledge of financial planning and budget development processes, financial control applications and standards;
  • proven knowledge of regulatory accountability framework, sector allocation for complex cost recovery processes, and financial control/analysis practices, methods and systems;
  • demonstrated leadership experience in conducting financial reporting, analysis, on-going management and control of multiple business budget lines at a corporate level.

Research, Analytical, Project Management and Computer skills:

  • proven research and analytical skills with demonstrated experience in conducting financial analysis of expenditure management; assessing and ensuring effective financial management/control operations in accordance with accounting rules/standards, financial policies; recommending financial control solutions;
  • demonstrated project leadership/management skills with proven success in developing and implementing new/revised corporate financial policies, procedures and systems, and managing deadlines and competing priorities;
  • demonstrated high level knowledge/skill in the operation of computer software and systems, including IFIS, database management, spreadsheet, presentation, financial analysis, and word processing applications to produce reports and financial statements.

Communication, Consultation and Training skills:

  • proven excellent verbal communication, consultation and training skills to provide information, advisory and training services to branch staff and program managers on financial planning, accounting principles, practices and standards;
  • proven excellent presentation skills to provide financial expertise, advice and briefings to the Finance Manager, Senior Manager and Executives, and to represent FSCO in meetings with the Ministry of Finance, stakeholders and internal/external auditors;
  • proven written communication skills to produce comprehensive financial analysis reports, financial policy/process documents, submissions and briefings.
