Overview

The Human Resources Manager acts as a strategic business
partner to provide advice, counsel and support to management and employees in
all aspects of the human resources discipline including employee relations,
legal issues, recruitment and staffing, benefits, compensation management,
employee coaching, and training & development. This role is responsible for bringing new
ideas and processes to support the agency’s overall vision, goals and
objectives and partners closely with Director of HR to have a pulse on overall
culture.

Responsibilities

Strategic Partner

Oversees all recruiting

Establishes and sustains fluid partnership with
managers

Provides guidance on performance management and
development processes and makes recommendations for promotions, merit and
disciplinary action

Employee
Relations/Performance Management

Proactively fields and addresses employee
relations issues and consults with Director of HR as necessary

Acts as a business partner for managers to
address performance issues moving to a formalized performance improvement plan
when warranted

Investigates harassment and discrimination
complaints. Recommends course of action
based on findings in partnership with the Director of HR

Conducts New Hire follow-ups and exit interviews. Draws conclusions and makes recommendations
based upon analyses of interview content including training/process
requirements and turnover statistics.

Owns annual performance management process
providing guidance and counsel to managers and employees.

Strong business partner relationship with senior
and mid-level leaders

In partnership with Director of HR provides
recommendations on compensation issues related to internal promotions, new hire
compensation and market/equity adjustments.
Ensures consistency in the application of compensation and promotions

Partners with managers to cultivate positive,
productive work environment; proactively brings ideas and counsel

General

Champions the employee onboarding process
including new hire orientation

Recognizes opportunities, then develops and
implements various human resource initiatives/procedures

Addresses benefit inquiries from employees
including, PTO, Leave of Absences, etc.

Plans, organizes and controls activities of
assigned department staff, supervising staff to promote skill development for
future advancement

Participates in developing departmental goals,
objectives and systems

Develops and implements headcount, turnover, and
cost-per-hire reports

Identifies training needs and suggests
participants for Training and Development course offerings

Participates in all special HR projects

Qualifications

Bachelors
degree preferably in HR Management, Organizational Development, Business

Management
or equivalent experience

4 years of progressive HR experience, 2-3 years management experience preferred

Comprehensive
understanding and in-depth knowledge of HR laws and regulations

Capacity
to deal with ambiguity and readjusting priorities as needed

Successfully
able to understand nuances of communicating with teams containing multiple

personalities

Ability
to build and maintain relationships with employees and managers at all levels

Excellent
presentation, facilitation, oral and written communication skills

Ability
to handle employee relations issues and solve and resolve problems

Ability
to identify opportunities and provide solutions

Interpersonal
skills that encourage team cooperation, promote enthusiasm, engagement and
motivation

Strong
interviewing and recruitment skills

Solid
organizational skills

Computer
proficiency; knowledge of Excel, MS
Word, PeopleSoft, Taleo, HRIS system, PowerPoint

Understanding
of advertising/marketing environment preferred
