Position: Development and Subdivision Coordinator

Status: Temporary Full Time

Duration: Between 1 year to 1.5 years from start date (covering maternity leave)

GENERAL SUMMARY

Under the supervision of the Director of Development Services, the Development and Subdivision Coordinator provides

technical review and support for the intake and processing of land development applications, and is the primary liaison

between Development Services, Engineering and GIS departments. This position also provides the public with up to date

information and relevant documents and fields land development related inquiries.

KEY RESPONSIBILITIES

Land Development Applications

Administers and interprets the Subdivision and Development Control Bylaw in relation to Development Applications. Primary responsibility for technical analysis and processing of subdivision applications and preparation of associated

reports and conditions for the District’s Approving Officer. Responsible for processing other land development applications including rezonings, development permits,

variances, and other land development approvals as required by the Director. Coordinates review of land development applications with other municipal departments and provincial agencies as

required. Participates in the review of engineering reports and design drawings for conformance and adherence to

requirements, standards, regulations and bylaws. Participates in the evaluation of effects of proposals and applications on municipal services.

Participates in the preparation of Service Agreements, Land Development Agreements and legal instruction related to all types of Land Development.

Prepares reports, permits, agreements and other documents as required. May be required to present information or reports to Council or at public meetings.

Liaises with the GIS department on integrating land development applications and review processes with the District’s GIS system.

Provides technical and administrative support to the Development Services Team (Planning and Building). Responds to general enquiries about land development processes and assists developers and property owners in

interpreting requirements and policies. Educates prospective applicants on land development application and review processes. Ensures all applications are complete and all documents submitted are complete and correct. Calculates and accepts application fees.

Follows the District of Squamish’s Customer Service Guidelines to ensure the Delivery of Outstanding Service. Provides front line customer service (counter and phone coverage) for Development Services as required.

Compiles development-related statistics and prepares reports as needed.

Ensures current and accurate land development content is available on the District of Squamish website.

Prepares correspondence as required.

Prepares development-related meeting agendas and conducts relevant meetings.

Takes, edits and distributes meeting minutes as required.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

Technical Knowledge & Abilities

Strong working knowledge of land development practices, Municipal Bylaws, Local Government Act, Land Title Act and the Community Charter and how they apply to subdivision and development review and processing.

Knowledge of development practices, procedures and standards.

Ability to read and understand complex plans (architectural, engineering, survey and legal plans).

Ability to make timely and sound decisions.

Ability to present to Council, Committees, and at public meetings as required.

Working knowledge of ArcGIS.

Advanced computer skills and thorough knowledge of Microsoft Office including MS Word, Excel and Outlook.

An understanding of cartographic standards, principles and techniques with knowledge of GIS systems, computer aided mapping, methods, practices, techniques and equipment are an asset.

REQUIRED TRAINING, EDUCATION AND EXPERIENCE

Bachelor Degree in Planning or a related discipline, such as Geography or Civil Engineering, or a Technical School Diploma in Civil/Structural Engineering Technology.

Member of, or be eligible for, membership with the Applied Science Technologist and Technicians of BC (ASTTBC) or Planning Institute of British Columbia.

Possession of a valid B.C. Class 5 Driver’s License.

Experience dealing with the public and providing outstanding customer service.

4 years of related experience including experience in Subdivision Review processes. OR

An equivalent combination of education, training and experience.

Hours of Work: 70 hours bi-weekly, fortnight schedule, Monday to Friday.

Current schedule Monday to Thursday 8am – 5pm and Fridays 8:30am – 4:30pm.

Salary: $39.31 per hour

This is a Union position within the Collective Agreement of CUPE Local 2269 and the District of Squamish.
