Junior CEA (Contract Engineer / Administrator)


  • Assist the CEA Demand Specialists with the receipt, review, approval, control and retention of supplier qualification process documents.
  • Maintain the supplier quality assurance program identification and approval process, which meets the regulatory requirements of the Company.
  • Assist with the maintenance of the electronic approved supplier list.
  • Provide guidance to clients on the supplier quality assurance requirements and the supplier approval process relative to the Company’s regulatory requirements.
  • Assist the Quality Services Department with planning, execution and co-ordination for technically complex procurement assignments for engineered products through all phases of the procurement process.
  • Make suggestions to supervisor on how to improve the efficiency and effectiveness of the department and how to best meet the needs of our customers.
  • Perform other duties as required.

Education and Experience Requirements:


  • Requires an engineering knowledge to provide a complete technical service for the procurement of electrical, electronic, mechanical, civil or structural products including the application of complex technical specifications and manufacturing processes and developing new strategies and methods.
  • Requires knowledge of business administration for the commercial administration of all phases of the procurement process. This knowledge is considered to be normally acquired through the completion of a 4 year University Degree in an appropriate engineering field or the equivalent level of education.
  • Security Clearance is a must


  • Requires experience to understand the design, regulatory requirements, fabrication, assembly, testing and installation practices in order to assess capabilities of manufacturer’s facilities.
  • Requires experience to be familiar with quality management systems and the practices, routines and standards followed within the commercial and industrial field, together with experience in test and inspection of electrical, electronic, computer, and mechanical, civil or structural equipment, to understand the various problems and remedial procedures required, and to assist in the preparation of inspection procedures.
  • Requires experience to be knowledgeable of inspection to specification, production planning and scheduling, QA, designing, and dealing with people on controversial matters.
  • Requires experience in cost estimating to negotiate claims and contract extras with vendors.
  • Requires commercial experience to understand the complex aspects of contracts, contract law, business administration, and the problems arising when there are limited, qualified vendors or no past precedent for technical and contractual administration.
  • Requires experience to understand the procedures and practices of the department and to become generally knowledgeable of the interrelationships with the departments of the Division and other requisitioning departments throughout the corporation.
  • Requires experience in the broad range of procurement activities including complex assignments where the engineering design and/or manufacturing processes are developmental in nature. A period of over 8 up to and including 10 years, is considered necessary to gain this experience.
