CONTRACT ADMINISTRATOR – MATERNITY BACKFILL

Perform the commercial duties for complex procurement assignments by providing Commercial evaluation and advice, negotiate including purchase order placement and general contract administration and coordination of approved and authorized proposals / agreements, solving commercial issues and coordinating contracts as required in support of client.
Perform a thorough evaluation of companies facilities, financial health, safety record, service record, staffing and quality assurance programs, etc., to establish capability, adequacy and experience for specific services.
Monitor supplier performance and provide assistance to new suppliers to be recommended for inclusion on future bid lists.
Review specifications to ensure purchasing conditions conform to the Division’s standards, policies, practices and jurisdictional requirements. Evaluate incoming tenders and quotes for vendor exceptions. In the analysis of tenders, consider quality assurance, technical specifications, delivery requirements, commercial variances and vendor historical performance, capabilities and other relevant factors.
Prepare or review draft and final tendering documents ensuring resolution of any areas of concern or ambiguity. Issue requests for quotes and tenders and any subsequent addenda.
Responsible to negotiate, evaluate, prepare and recommend contract types such as lump sum, unit price, cost plus fixed fee, cost plus incentive fee, blanket, etc. This will include the placement of all relative terms and conditions that facilitate effective monitoring.
Provide advice and guidance to all levels of the organization on Public and Private industry procurement practices including: Strategic procurement, bid solicitation, negotiation strategies, calling for proposals, treatment of irregularities, securing value, contract preparation, logistics, performance management, etc.
Take the lead in establishing an acceptable supplier proposal with respect to the commercial and quality specifications and recommend its acceptance to the requisitioner.
Prepare funding documents and approve or obtain approvals as required. Arrange, as required, post-award meetings with suppliers to ensure a clear understanding of contractual responsibilities.
Administer contracts to ensure contractual obligations are fulfilled, including reviewing claims, progress payments and escalation claims on contracts to ensure they adhere to contract conditions including jurisdictional or regulatory requirements and approve or recommend approval as required.
Act as an information resource to users, requisitioners and suppliers on the procurement processes and commercial considerations.
Respond to vendor inquiries regarding supplier qualification procedures, tendering processes, contract standards, quality assurance programs, etc. Conduct risk analysis including obtaining secure legal, risk, treasury and corporate tax opinion(s) where appropriate, evaluate trade offs and determine and recommend best business solutions.
Provide information and interpretations on applicable laws and policies including but not limited to: NAFTA; Free trade Zones; Taxes such as Sales and Withholding; customs and excise, dangerous goods agency, environmental protection, competition and transportation, corporate policies including ethics codes.

Qualification/Experiences Necessary:
Requires an engineering knowledge to provide a complete technical service for the procurement of electrical, electronics, mechanical, civil or structural products including the application of complex technical specifications and manufacturing processes and developing new strategies and methods.

Requires knowledge of business administration for the commercial administration of all phases of the procurement process. This knowledge is considered to be normally acquired either through the completion of a (4) year university education in an appropriate field, such as business administration, or by having the equivalent level of education.

Requires experience in purchasing products and services required for the operation of a nuclear station and the administration of contracts including evaluating, negotiating, coordinating and reviewing bidders lists. Requires experience industrial equipment plant to become familiar with the fabrication, assembly, testing and installation practices in order to assess capabilities of the manufacturers’ facilities.
Requires experience to understand the practices, routines and standard followed by consultants and with the commercial and industrial fields.
