Bring your analytical skills and your social and affordable housing expertise to this Specialist, Assisted Housing, and Federal-Provincial Agreements, located in Montréal

This full-time permanent position is an exceptional opportunity to become a member of the Affordable Housing team, where you will be responsible for providing analytics support as well as support with the production of reports. You will gather, analyze and share information in order to identify opportunities and help develop action plans for ensuring that existing units remain viable and improving the performance of CMHC’s federal-provincial affordable housing portfolio, while supporting the creation of new affordable housing units. You will be the contact for our provincial partners.

How You Will Be Contributing

  • Continuously improving data and information quality within Social and Affordable Housing’s systems.
  • Providing guidance and advice on the review of various reports submitted under provincial agreements to ensure that the content meets the requirements of the accountability framework.
  • Supporting adherence to the framework under the social and affordable housing agreements (IAH/SHA) and associated protocols, and following up on non-compliance.
  • Acting as a liaison between CMHC and the Provinces and Territories, and resolving a range of complex issues related to the negotiation and implementation of federal-territorial agreements.
  • Developing substantive recommendations on political issues directly or indirectly related to municipal and provincial activities.
  • Conducting annual financial reviews, benchmarking and updates to the risking model.
  • Reporting on strategies and solutions (for example, refinancing, raising rent, etc.) that help projects improve their performance.
  • Leveraging available data from internal and external sources to analyze projects and identify opportunities.
  • Obtaining, analyzing and sharing information about the affordable housing market and any changes in trends and client needs to ensure all opportunities are identified.
  • With the consultants, Affordable Housing, facilitating the funding application process. Tracking applications and contacting clients for progress/status updates on files.
  • Helping consultants, Affordable Housing, in recording activities and managing client accounts.
  • Facilitating enhanced training and awareness activities by providing data, metrics and analytics.
  • Analyzing metrics and business intelligence, completing complex viability analyses, reviewing financial statements and assessing risk in order to identify and deliver solutions and results.
  • Helping projects become viable and/or self-sustained by collaborating with the consultants, Affordable Housing, to formulate recommendations.

What We Are Looking For

  • A commitment to demonstrating CMHC values.
  • Bachelor’s degree in business administration, economics, statistics, finance, accounting or a related field with a minimum of five years of related experience, or an equivalent combination of education and relevant experience.
  • Demonstrated experience in business and financial analysis.
  • Demonstrated experience in developing and updating reports.
  • Experience in risk management would be an asset.
  • Knowledge of the social housing programs funded by the federal and provincial governments and under the social housing agreements and the National Housing Strategy.
  • Advanced analytical skills, including the ability to reason logically, recognize assumptions, evaluate strengths and weaknesses of proposals and recognize the possible impact of specific courses of action.
  • Excellent communication skills (both written and presentation).
  • Ability to present complex information to others in a user-friendly manner.
  • Ability to interpret program guidelines to ensure maximum flexibility is used in their implementation.
  • Strong organization skills, including the ability to undertake and complete multiple and concurrent tasks or priorities.
  • Working knowledge of databases.
  • Demonstrated ability to work independently and in a team environment.
