Please note: This permanent position is located in the Conklin/Cold Lake area.

Reporting to the Regional Vice President, the District Manager is responsible for safety and profitability of operations within the assigned district. The focus of this position is to meet client commitments and pursue future growth opportunities in the district related to our core Industrial Services business. Services offered include: demand and long-term industrial maintenance support, plant shutdowns and turnarounds, field construction and project management. The District Manager leads the execution of ClearStream’s Industrial Services in the assigned district ensuring alignment with ClearStream policies and procedures and is a role model to field supervision and crews, promoting ClearStream’s values and culture.

Key Responsibilities:

Health, Safety & Environment

  • Lead and play an active role in the delivery of ClearStream’s HSE policies, programs and initiatives. Be a role model of the ClearStream safety culture to field supervision; fostering a zero incident safety culture as a natural part of all work performed.
  • Display passion and personal investment in the HSE performance of the district and work with peers and HSE department to foster continuous improvement along the HSE Roadmap and a culture of zero incidents.

Operational Execution

  • Provide input for the development of project/work activity scope, planning and approach and provide recommendations including execution of field work and project schedules in cooperation with the client and engagement of internal support functions (HSE, Recruitment, Quality, Finance, Supply Chain, IT, etc).
  • Execute field activities in conformance with client requirements (drawings, specifications, schedules, cost estimates, procedures, quality requirements and safety standards) and ClearStream operational procedures/manuals.
  • Ensure that field activities in the assigned territory meet or exceed safety, quality, schedule and cost through the efficient use of all resources including manpower, materials, tools, and equipment.
  • Ensure that daily and weekly short-range planning is maintained down to the foreman level.
  • Monitor productivity and cost and implements appropriate action to maintain maximum labour productivity and cost-effectiveness.
  • Control change/scope creep, ensuring that all scope changes are quickly and properly documented and that change orders are approved prior to the performance of work Ensure and/or perform on-site management, supervision and coordination of all subcontracted work.
  • Demonstrates leadership and performs management duties including mentoring, setting examples of professionalism, developing a positive culture.
  • Implement, support, promote and ensures compliance with legal, regulatory and contractual obligations as well as ClearStream policies and procedures.
  • Lead and foster an aligned corporate culture ensuring operational supervision is engaged with ClearStream’s core values, policies and processes.
  • Demonstrates leadership and performs management duties including mentoring, setting examples of professionalism, developing a positive culture.
  • Ensure and/or perform on-site management, supervision and coordination of all subcontracted work.
  • Analyzes staffing issues to assist with recruitment, training and retention of staff.

Business Growth and Relationships

  • Pursue opportunities in the assigned territory for business growth and expansion through networking with potential clients and local community involvement.
  • Supports and actively participates in the Strategic Account Management plan as it relates to the key customers in the assigned district.
  • Promote the company through personal involvement at local community and customer events, trade shows, and local business associations, etc.

Business Performance

  • Develop local business plans and implement annual operational strategies in the context of overall ClearStream business strategy
  • Participate in developing annual goals of revenue and profitability for the District; develop short and long term forecasts; accountable for the overall financial performance of the District including budget development, forecasting, monitoring, variance analysis and reporting on financial targets.
  • Monitor business metrics against targeted performance standards and provide analysis on variances to targets.

INDIVIDUAL PROFILE

Education and Experience:

  • Minimum 5 years’ oil & gas and/or industrial/pipeline contracting service experience in a supervisory/manager level role.
  • Experience includes managing field maintenance, construction, fabrication, plant shutdowns, labour supply. Demonstrated experience and successful management of multiple projects utilizing more than 200 craft personnel and multiple contractors.
  • Technical expertise in the mechanical/piping sector including shutdown/turnaround execution, long term maintenance programs, operations coordination, equipment management, cost estimating and bid development. Experience and ability to read and interpret Request for Proposals including technical mechanical/piping drawings and utilize MS office software and estimating, scheduling and/or project management programs.
  • Professional Engineer with preference for mechanical or;
  • Journeyman Mechanical Trades Certification;
  • Other education which may include business management, project management or other related technical specialties
