Job Profile

The 2018 Election involves the hiring of approximately 2000 temporary workers on Election Day, October 24, 2018, to provide voting opportunities to Winnipeggers at roughly 200 locations. In addition and prior to Election Day, temporary election workers will be required to assist at over 200 advance voting locations.
In order to prepare and oversee operations, additional supervisory support is required to assist with planning and management of the 2018 Election. Election Compliance Officers will work with the City Clerks Department Senior Management Team in all areas of the 2018 Election which includes the responsibility to coordinate Election readiness logistics, ensure compliance with statutory Election legislation, finalize arrangements with voting locations, and hire and supervise temporary workers to assist with the 2018 Election project.
Election Compliance Officers will be responsible for ensuring enforcement of all Election legislation, dealing directly with citizens and voters to resolve issues, and ensuring their teams are delivering required services to meet all Election goals.

As the Election Compliance Officer you will:
Provide training and coaching to Election Day Workers and Advance Teams;
Supervise and recruit clerical and other Election Support staff;
Manage technology testing and inventory of supplies at Election storage facility;
Determine and confirm suitable locations;
Ensure compliance with all statutory Election legislation;
Work as part of team providing outreach efforts and election services to the public in communities throughout the city.

Your education and qualifications include:
High School graduation;
Post-Secondary education in Public Administration or equivalent;
A relevant combination of training and experience will be considered;
One year prior related experience;
Management and/or administrative experience with electoral processes;
Experience in a position (paid/volunteer) that involved recruiting, interviewing, and training new staff;
Experience supervising a large group of staff;
Customer service skills with the ability to negotiate and resolve difficult situations;
Excellent organizational and time-management skills;
Ability to demonstrate diplomacy, good judgment, and discretion in handling confidential information;
Ability to carry out responsibilities under stressful conditions;
Must provide own vehicle for transportation to various locations;
Knowledge of current statutory Election legislation within 1 month.
Strong interpersonal and communication skills
Proficiency with MS Office Suite and MS Project

Conditions of employment:
Must be available to work flexible hours/varied shifts including weekends and extended periods of time;
Must be available to accommodate significant variance in available work hours anticipated depending on needs of the project;
Ability to lift up to 20-30 lbs;

The salary range for this position is:
Salary Schedule A1 $33.27 – $44.64 Per hour (Grade 2)*
Salary Schedule A2 $33.27 – $40.69 Per hour (Grade 2)*
1. *Salary Schedule A-1 will apply to employees of the City hired prior to October 21, 2001. Salary Schedule A-2 will apply to all other employees of the City. Salary Schedule A-2 will apply to all WAPSO employees who are promoted regardless of date of hire with the City.
