Major Responsibilities:

Reporting to the Manager, Information Services, this position leads Business Transformation activities related to Divisional information technology projects including developing, monitoring and executing project plans, collecting and analyzing data, developing organizational and job models, consultation and negotiations with stakeholders including local union executives, developing training plans and materials and developing and leading wide-scale change initiatives.

The Project Manager, Business Transformation, PF&R will:

  • Plan and lead complex organizational, operational and culture change projects, develop and manage project plans for same
  • Develop and implement detailed plans and recommend policies regarding program specific requirements
  • Manage assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning
  • Conduct research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensure that the project expenditures are controlled and maintained within approved budget limitations
  • Lead the information gathering and analysis for the branches involved in the project pertaining to their existing staff inventory, functional responsibilities, reporting relationships, skill set, affiliation, employee, and position status, etc.
  • Conduct research and leads the development of new organization models, the design of any new jobs and creation and approval of new job profiles
  • Develop the transition blueprint and, in conjunction with the Manager Information Services and Human Resources staff, negotiate transition methodologies and protocols
  • Research, develop and plan organization development initiatives in support of transition planning
  • Develop and maintain project plans and documentation including templates, spreadsheets, reports, briefing notes, presentations and ensure work stream documentation is classified and maintained in the project document repository
  • Design, develop and implement resources and tools that support the Parks, Forestry & Recreation (PF&R) Business Transformation Projects
  • Ensure complete and accurate documentation on Organizational Change Approval forms such as all position changes, including working with branches to document adjustments to their complement
  • Work with PF&R functional specialists and stakeholders to develop training programs and plans
  • Lead stakeholder engagement with all levels of staff city-wide and labour unions, develop communication materials and make presentation
  • Exercise good judgement and discretion with confidential human resources information pertaining to any transitions
  • Act as a key contact with Corporate Human Resources

Key Qualifications:

  • Post secondary education in business administration, applied science, a related discipline pertinent to the job function or the equivalent combination of education and/or relevant experience.
  • Significant experience in leading change management initiatives in a large organization.
  • Significant experience managing and facilitating staff teams, committees or work groups.
  • Significant experience applying project management processes and methodologies.
  • Highly developed human relations, consultation, facilitation and negotiation skills at all levels within the organization.
  • Demonstrated ability to maintain accurate and detailed documentation and records, both electronically and in hard copy.
  • Highly developed written and oral communication skills, including experience writing reports, briefing notes, and delivering presentations.
  • Demonstrated experience in gaining buy-in and support from Managers and Senior Leaders on new approaches, change initiatives and implementation of best practices.
  • Be a conceptual thinker with the ability to create new concepts that advance the organization and improve service to clients/customers.
  • Considerable experience in the area of problem solving with clients and to providing effective interventions or business solutions.
  • Ability to exercise discretion and judgement with confidential information pertaining to human resources matters and the transformation initiative.
