Reporting to the Manager Community Planning, the Planner in Community Planning will be responsible for conducting planning studies, evaluating development applications, Official Plan amendments, and rezoning applications, developing recommendations and drafting reports for Committees and Council as well as the following:
- Prepares terms of reference and study designs.
- Compiles and analyzes data, and prepares reports on demographic, economic, social, cultural, physical, transportation, and environmental issues affecting the City.
- Designs, conducts and/or co-ordinates research and analysis activities and surveys.
- Designs, develops, and maintains planning information systems, data banks, and computer models to monitor issues, trends, and policies.
- Tests alternative future scenarios.
- Develops and recommends amendments, new official plan policies, and prepares reports. Evaluates the implications of planning initiatives of area municipalities and other jurisdictions.
- Monitors projects and the progress of consultants’ studies, including day-to-day co-ordination and liaison with consultants to assist management in ensuring that studies are completed on time and within budget. Prepares status reports.
- Consults with City Departments and Commissions, area municipalities, and other governmental agencies to co-ordinate the development of policies and programs and the planning and implementation of projects, ensuring conformity with provincial, regional, and/or area municipal plans.
- Identifies, negotiates, and mediates conflicting positions with groups which have varied interests.
- Arranges, attends, and facilitates community and stakeholder meetings.
- Provides information and advice in response to requests from elected officials, representatives of provincial ministries, area municipalities, other agencies, consultants, and the public.
- Prepares related reports and correspondence, as directed.
- Prepares and presents audio-visual presentations.
- Prepares illustrative diagrams and other materials.
- Prepares and presents evidence and opinion before the Ontario Municipal Board.
- Provides work direction on research, analysis, surveys, and report writing assignments to Assistant Planners.
- Represents the Corporation/Division on external committees, task forces and at community and public forums.
Your application must describe your qualifications as they relate to:
- University degree in urban planning, or in a professional discipline pertinent to the job function, or any approved equivalent combination of education and experience.
- Considerable experience managing development applications, balancing political, community and other stakeholder interests.
- Considerable experience in assignments demanding critical judgment and analytical thinking.
- Experience using a variety of computer software packages including Microsoft Office Word, email and internet.
- Eligibility for membership in the Canadian Institute of Planners.
You must also have:
- Effective interpersonal skills, with the ability to communicate both verbally (often involving public presentations) and in writing, to all levels of the organization, and with elected officials, the media and the public.
- Effective consulting, conflict resolution and negotiating skills when dealing with the community, developers, consultants, other City Divisions, and public and private agencies.
- The ability to successfully utilize other software packages relevant to supporting the division’s core requirements, e.g. Excel, PowerPoint, IBMS, etc.
- The ability to prioritize and complete project assignments working both independently and as a part of a team.
- Applied knowledge of the Planning Act, provincial policies and legislation related to land use planning, the Official Plan, and the Development Review Processes, Occupational Health and Safety Act, as well as current regulations and evolving policy trends in the City.

- Depending on the operational needs of the Division, these positions may be located at City Hall, Metro Hall, Etobicoke Civic Centre, Scarborough Civic Centre OR North York Civic Centre.
