Major Responsibilities:
Reporting to the 311 Manager, Information & Business Development, the Business Analyst is responsible for documenting and analyzing options for policies, procedures, business process reviews, management practices and recommending changes to improve service delivery.

Conducts research and analysis for 311

Provides leadership on the implementation of 311 initiatives such as the Corporate Scheduler project, and Counter Service Strategy

Identifies a range of feasible options for operations, policies, technology, information systems and management practices, assessing the implications and viability of each option and recommending changes to improve service delivery

Ties in project objectives to goals of the Corporation

Develops options for policies, procedures, business process reviews, management practices, and recommends changes to support management functions and improves efficiency and effectiveness of service delivery

Collects and maintains service inventories for projects

Manages one or more of the sub-projects of the 311 initiatives such as Corporate Scheduler and Mobile App

Coordinates the implementation of assignments with other components of the 311 initiative and/or other e-City or other initiatives

Along with key stakeholders, develops and documents standard operating policies and procedures and develops appropriate training programs

Works in support of the Manager and leads inter-departmental teams and working groups

Assists in building and managing cooperative relationships with other divisions and departments of the City to ensure adequate resources are available to achieve Operational goals

Produces a variety of written materials including web content, visual presentations, briefing materials and other documentation as required

Provides presentation support and gives presentations as required

Develops terms of reference and methodologies for review

Consults and provides strategic advice to 311 management regarding research, reports and corporate initiatives

Responsible for ongoing monitoring of current social, economic and political issues that impact relevant policy or project directions for 311

Deals with confidential and sensitive information affecting 311 and its resources

Coordinates vendors and external contractors

Prepares RFI/P/Qs, business cases and other formal project documentation

Manages the budget for assigned subprojects, ensuring all city financial procedures and controls are followed and adhered to

Takes an active role as a member of the team and contributes to the overall work planning and priority setting of the project

Supports and upholds the maintenance of the project’s records management

Provides direction to project teams in absence of reporting management

Key Qualifications:
Post secondary education in public or business administration or other discipline pertinent to the job function or a combination of education and experience. MBA and/or PMP designation is considered an asset.
Experience in the Information & Technology Industry.
Experience in analyzing business requirements and determining the configuration of the requirements.
Considerable experience working in and leading multiple projects along with cross-functional teams, developing project plans and terms of reference design, using formal project management methodology and application.
Experience assessing and reviewing business processes to identify options, best practices and opportunities to improve service delivery.
Experience in document collection and retrieval, and records and information management.
Ability to facilitate small and large group meetings and working sessions.
Ability to perform statistical data analysis and reporting, along with excellent research and analytic skills.
Advanced knowledge of Microsoft Office products including, Word, Excel, PowerPoint, Visio and Project.
Excellent written and oral communication skills, presentation and interpersonal skills to prepare reports, proposals and deal effectively with city staff, city councilors, senior management and the public.
Good organization skills with the ability to handle multiple tasks and projects concurrently and meet deadlines.
Familiarity with government legislation in the area of occupational health and safety.
Ability to interpret technical design documentation and apply knowledge to the project.
