Scope

The City of Surrey is seeking a positive, self-motivated, accountable and innovative Construction and Dyking Operations Superintendent. Reporting to the Wastewater, Stormwater & Construction Operations Manager, this is a skilled supervisory office and field work position responsible for ensuring that functions of the section are operated, maintained and managed to the maximum effect and efficiency with the least disruption or inconvenience to the Public.

Responsibilities

In this role, you will be responsible for supervising the daily activities of the Wastewater, Stormwater & Construction Section staff. This would include:

  • Overseeing the operation and maintenance of stormwater and drainage systems including dykes, culverts, flood-boxes and ditches and implementing the construction of new capital infrastructure involving water, stormwater and wastewater utilities

  • Working collaboratively with the Section Manager and staff in other Sections, Divisions and Departments and external agencies
  • Ensuring compliance with and the design criteria and all applicable construction and operating standards
  • Assisting with recruitment, staff orientation, performance appraisals, coaching, training, labour relations issues, and developing work schedules
  • Assisting with management and control of various financial management responsibilities such as budget development and ongoing administration, preparing financial reports, formulating annual programs and budgets, assigning and issuing work orders
  • Managing special projects and large scale installations, conducting research and implementing new technology
  • Collecting, compiling and analyzing data, creating reports, correspondence and related documentation
  • Assisting with the development, implementation and ongoing evaluation of confidential and long term planning affecting the Section programs and operations. You would determine the resources required, both internal and external to the division or department in an effort to fulfill approved programs and organize and mobilize these resources for the effective and efficient completion of such programs
  • Ensuring adherence to Corporate Policies, the Collective Agreement, By-Laws and champion the City’s values
  • Performing exempt standby duties on a rotational basis and assisting with after hour emergency response on a continual basis

Qualifications

Applicants under consideration will have:

  • Strong leadership and supervisory skills. Leadership training is preferred

  • Excellent interpersonal skills and demonstrated ability to build and maintain respectful working relationships
  • Excellent communication skills both oral and written
  • Strategic planning and organizational abilities are essential
  • Strong technical expertise and knowledge of Wastewater Collection Maintenance and Operations and utility Construction
  • Completion of Grade 12 or GED supplemented by related technical courses
  • A diploma in a related technological discipline is considered an asset
  • Considerable related experience in a supervisory capacity in a unionized environment
  • Directly related and relevant experience in municipal infrastructure and utilities. Municipal experience is considered a strong asset
  • An equivalent combination of training and experience may be considered
  • Computer literacy utilizing Microsoft Office Suite (Word, Excel, Outlook, PowerPoint and Access) and internet Explorer
  • Valid Class 5 BC Driver’s License and a safe driving record are required
