We are seeking a finance leader to commit to delivering exceptional treasury services to all citizens and client departments within The City of Edmonton.

Reporting to the Branch Manager, Financial Services, the Director of Treasury Management has an overall responsibility for $4.5 billion of the Corporation’s operating and capital budget allocations. This role is the principal architect in the development and compliance of City of Edmonton policies and bylaws relating to Cash Management, Accounts Payable, Corporate Billings and Accounts Receivable Collection, and Bylaw Ticket Administration and Cash Operations.

As Director, Treasury Management, you will:
Oversee the administration of City of Edmonton’s assets and the statutory requirements of the Municipal Government Act of Alberta as it relates to Cash Handling

Drive the efficiency and effectiveness of Treasury processes, policies, directives, and systems to consistently deliver high levels of service across the organization, to Council, and to the public

Identify areas for improvement of technology and work methods ensuring that City Council and the Administration have up-to-date financial policies and processes, providing the best possible financial advice to guide decision-making and ensure the City’s financial assets are protected

Through leadership, vision and appropriate relationship management, act as the key liaison in external relationships with stakeholders including vendors, banking relations, and members of the financial community

Engage the section’s diverse team of 92 resources in effectively and efficiently exceeding expectations in accordance with regulations and guidelines in the following sections: Cash Consulting, Coin Processing, Bylaw Ticket Administration, Remittance Processing, Accounts Payable, Corporate Billing and Accounts Receivable, and Cash Control

Empower staff to improve efficiency and effectiveness in delivering professional advice and service to clients in alignment of policy, process, and planning by working in a shared service delivery environment

Qualifications

:

University degree in Accounting or Finance

Professional Accounting or Chartered Financial Analyst designation (CA, CPA, CGA, CMA, CFA)

10 years progressively responsible treasury management experience at a corporate level. Familiarity with Treasury operations in a municipal government setting is preferred

Extensive knowledge and understanding of Generally Accepted Accounting and Auditing Principles, large corporate cash systems, payment and coin processing systems, billing and accounts receivable collection, and accounts payable

Extensive knowledge with the requirements of the Municipal Government Act and Policies and Administrative Directives as it relates to cash handling, accounts payable, billing and accounts receivable collection, rules of Provincial Court for the prosecution of Bylaw Ticket offences, and the Canadian banking industry

Proven understanding of a shared service model in association with Treasury Management operations

Proven analytical and project management expertise

Demonstrated ability in communicating complex issues and concepts in easy to understand terms

Strong interpersonal leadership and team building skills to develop and maintain staff excellence. Labor relations knowledge is preferable

Advanced communication abilities and excellent presentation skills

Hours of Work:
36.9 hours per week, Monday – Friday

Salary: ML4

$111,069 – $158,675 (Annually)
